Romania – Dairy products – FRAMEWORK AGREEMENT FOR THE SUPPLY OF DAIRY PRODUCTS 2026

Opportunity description

Public procurement framework agreement for Dairy products: LOT – 1 – Cheeses, cașcaval, Lot 2 - Dairy products (yogurt, milk, sour cream, butter), LOT – 3 – Fresh caș cheese, LOT – 4 – Ice cream. These will be supplied with the characteristics and under the conditions requested in the Specifications. The framework agreement will be concluded with a maximum of 2 (two) economic operators ranked in order of the price offered, if there are two economic operators declared admissible (they meet the conditions requested according to the procurement documentation). If there are not at least two economic operators, the framework agreement will be concluded with the qualified economic operator. The award criterion for each lot of the supply framework agreement is “Best price-quality ratio”. The contracting authority will sign the framework agreement only with the economic operators ranked in I and II places. Payment will be made by payment order within 30 calendar days from the date the invoice is validated in the RO e-invoice electronic system and, by way of exception, within a maximum of 60 calendar days from the date of its validation in accordance with the provisions of art. 7 para. (1) of updated Law 72/2013, if the principal authorizing officer has not approved the expenditure budget intended for the contracting authority. Economic operators may request clarifications or additional information concerning the procurement documentation 18 days before the deadline for submission of tenders. The contracting authority will respond clearly and completely to all requests for clarification concerning the procurement documentation, in accordance with the obligation provided for in art. 160 para. 2 of Law 98/2016, on the 11th day before the deadline for submission of tenders.
