Romania – Dairy products – Supply of fruit, vegetables, milk and dairy products and bakery products under the Romanian School Program

Opportunity description

Free provision of fresh fruit and vegetables, milk and dairy products, and bakery products, within a daily value limit/preschool child/student, to preschool children in authorized/accredited state and accredited private kindergartens with a normal 4-hour program, to students in state and private primary and lower-secondary education, and to preschool children and students enrolled in special education. The daily value limit includes the full purchase price of the products, including value added tax and their transportation, distribution and storage costs, as applicable. The number of days before the deadline for submission of tenders by which clarifications may be requested is 20 days. Insofar as requests for clarification or additional information are submitted within the time limit established by this data sheet, the contracting authority will respond clearly and completely to all requests for clarification/additional information on the 11th day before the deadline for submission of tenders, the time limits being established in accordance with Article 161(1) of Law No. 98/2016. Any request for clarification must be submitted in SEAP (https://e-licitatie.ro/pub). A framework agreement will be concluded with a maximum of 3 economic operators, namely with the tenderers ranked in the first three places in the ranking resulting after completion of the electronic auction and verification of the supporting documents relating to proof of the preliminary information presented in the DUAE, without reopening competition among the signatories to the framework agreement for the award of subsequent contracts. Under the framework agreement, 1 (one) subsequent contract will be awarded for each school year. The notification concerning the request to conclude a subsequent Contract will be sent to the tenderer (Promisor-Supplier) ranked first in the ranking resulting after completion of the electronic auction and verification of the supporting documents relating to proof of the preliminary information presented in the DUAE. Lot 1- Bakery products: packaged crescent roll or breadstick, plain pretzels or packaged dry biscuits Estimates of the minimum and maximum quantities that could be requested throughout the entire duration of the framework agreement: -minimum quantities: 1.792.576 pieces. -maximum quantities: 10.220.576 pieces The estimated quantities were calculated based on data provided by the Braila County School Inspectorate for the 2023 - 2024 school year, data which may change during the school year (changes may occur in the number of preschool children/students or in the school network). The number of preschool children/student beneficiaries may vary during the school year; therefore, the supplier will take into account the number of beneficiaries communicated by each school institution director (directors or persons responsible for the Romanian School Program are required to communicate directly with the supplier regarding the quantities to be delivered to preschool children and students according to course attendance).
