The Harghita Public Health Directorate is a decentralized institution within the Ministry of Health. It serves Harghita County and plays an essential role in implementing national public health policies, in preventive medicine, and in health inspections at county level. This document aims to provide a comprehensive analysis of the digital capabilities needed by the Harghita Public Health Directorate. This initiative seeks to align with the national objectives of advancing healthcare through the digitalization of health systems, optimization of data governance, and improvement of communication between healthcare service providers and beneficiaries. At county level, DSP Harghita is responsible for coordinating the monitoring of health status and the organization of health statistics, as well as for supervising, planning, and carrying out investments funded from the state budget for the health sector. It coordinates anti-epidemic activity at county level, methodologically coordinates and supervises primary, emergency, specialist, and hospital medical activity in order to optimize the population’s access to and territorial coverage by high-quality preventive and curative healthcare services. It is responsible for implementing the national public health strategy at county level and guides the preparation of the county and local strategic health plan. The proposed investment falls under NRRP Investment I.1 – Component 7 – “Digital transformation,” within the call for projects PNRR/2023/C7 - I.3.2 - Information systems of the Ministry of Health and healthcare institutions. This investment fulfills the mandatory condition of aligning the investment with the National Health Strategy 2023-2030, this strategy representing the commitment of the Ministry of Health, as the central authority for developing and coordinating health policies at national level, to the citizens of Romania, with a view to improving their healthy life expectancy and quality of life.
