Within this procedure, DEER wishes to conclude a Framework Agreement for the supply of products for the procurement of “Electric accumulators” in accordance with the specifications in the CS, FTP and Annexes, in compliance with all the parameters contained in the attached technical data sheets, comprising the following lots: Lot 1 - 2V–6V accumulators - according to unified technical specification ST 109 JT, ST 8 JT, with the related annexes – accepted and signed by the tenderer for the items in lot 1 of Annex 1; Lot 2 - 12V accumulators - according to the technical specifications, with the related annexes – accepted and signed by the tenderer for the items in lot 2 of Annex 1; Lot 3 – 72V Batteries and Accumulators - according to the technical specifications, with the related annexes – accepted and signed by the tenderer for the items in lot 3 of Annex 1. Distribuție Energie Electrică Romania (DEER) permanently carries out investment, modernization and development works in electricity distribution installations (substations and transformer substations). Within these projects, a critical component for operational safety is the replacement of accumulator batteries intended for internal direct-current services. To achieve these objectives, it is essential to ensure a redundant, independent and maximally reliable power supply for relay protection systems, automation, command-and-control and telecontrol / SCADA systems. The accumulator batteries covered by this procurement guarantee the energy required to operate circuit breakers and maintain data flows to power dispatch centers, even in the event of a total loss of alternating-current voltage. Thus, the investment enables the rapid isolation of faults and the remote restoration of power to consumers, minimizing the duration of outages. The number of days before the tender submission deadline by which potential tenderers may request clarifications regarding the procurement documentation is 20. The contracting entity will respond to all requests for clarification or additional information on the 11th day before the deadline established for the submission of tenders. The contracting entity will respond only to requests for clarification submitted by economic operators by the deadline established above. LOT 1: Minimum/maximum quantities / FRAMEWORK AGREEMENT: minimum 456 pcs., maximum 1,980 pcs.; LOT 1: Maximum quantity under subsequent contract: 907 pcs.; according to the procurement documentation and the quantities contained in the Annexes to the Specifications, for a period of 24 months. Minimum/maximum quantities / FRAMEWORK AGREEMENT: minimum 1,357 pcs., maximum 7,159 pcs. LOT 2: Maximum quantity under subsequent contract: 2,210 pcs.; according to the procurement documentation and the quantities contained in the Annexes to the Specifications, for a period of 24 months. Minimum/maximum quantities / FRAMEWORK AGREEMENT: minimum 1,835 pcs., maximum 9,272 pcs. LOT 2: Maximum quantity under subsequent contract: 3,157 pcs.; according to the procurement documentation and the quantities contained in the Annexes to the Specifications, for a period of 24 months.
