Romania – Electric buses – Purchase of CO2-emission-free means of transport, including charging stations

Opportunity description

The subject of the public procurement contract is the supply of 10 new electric buses for public passenger transport and 3 fast-charging stations (installation, integration, configuration, testing and functional trials, commissioning, staff training, staff authorization, completion of the formalities necessary for registration and entry into circulation, remedying any non-conformities identified during the verification and acceptance stage.), within the project: “Urban mobility – construction of a bus depot and purchase of CO₂-emission-free means of public transport, including charging stations, in the town of Buftea, Ilfov County”, financed through the Bucharest–Ilfov Regional Programme 2021–2027, Priority 4 – “A region with high mobility”, Specific Objective 2.8 – “Promoting sustainable multimodal urban mobility, as part of the transition toward a zero-carbon economy”, from the European Regional Development Fund (ERDF), under the call for projects PR BI/P4/4.1/4.2/1/2025. The contract concerns the purchase and commissioning of: 10 new electric buses intended for urban public passenger transport; 3 fast-charging stations compatible with the buses supplied; the equipment, accessories, software and components necessary for the integrated operation of the electric transport system; related delivery, commissioning, testing, staff training and warranty services. Through the implementation of the project and the purchase of non-polluting means of public transport, the following are pursued: • increasing the attractiveness of public transport and its level of use within the modal distribution of urban journeys; • reducing greenhouse gas emissions and contributing to climate-neutrality objectives; • reducing air and noise pollution generated by urban traffic; • promoting urban public transport as a sustainable alternative to the use of personal cars; • increasing the population’s accessibility to the main points of interest in the town of Buftea; • making the public transport service more efficient by reducing travel times and improving service quality; • reducing the social and economic costs generated by urban traffic congestion; • developing a modern, energy-efficient urban mobility system adapted to the requirements of the green transition. The results estimated through the implementation of the contract include: • putting into circulation a fleet of modern electric buses with no local CO₂ emissions; • developing the infrastructure necessary for the fast charging of electric vehicles; • reducing fossil-fuel consumption in local public transport; • improving comfort, safety and accessibility for users of the public transport service; • increasing the reliability and operational efficiency of the public transport service; • aligning the urban mobility system of the town of Buftea with European objectives concerning sustainable mobility and environmental protection. Deadlines for the submission of/responses to requests for clarifications/additional information: A. In accordance with the provisions of Article 160(1) of Law No. 98/2016, as subsequently amended and supplemented, the deadline by which any interested economic operator has the right to request clarifications or additional information concerning the procurement documentation is 18 days before the deadline for submission of tenders. B. . In accordance with the provisions of Article 160(2) of Law No. 98/2016, as subsequently amended and supplemented, it will respond clearly and completely to all requests for clarification/additional information on the 11th day before the tender deadline through a consolidated response, insofar as they are submitted within the deadline established in the contract notice. Through the purchase of the buses and charging stations, the contracting authority – the Town of Buftea seeks to increase the attractiveness and efficiency of the local public transport system in the town and adjacent areas by implementing integrated measures aimed at improving public passenger transport by bus and discouraging the use of private transport, respectively, encouraging the use of alternative transport, giving up personal cars and implicitly reducing polluting emissions. The purchase of new electric buses will contribute to improving the efficiency of public passenger transport in the Town of Buftea, its frequency and travel times, its accessibility and the transfer to it from private transport. The technical characteristics of the buses and charging stations to be purchased are those set out in the Specifications and the opportunity study. Modification of the contract during its period of validity shall be carried out under the conditions provided for in Article 221 of Law No. 98/2016, as subsequently amended and supplemented. Modification of the contract during its period of validity other than in the cases and under the conditions provided for in Article 221 of Law No. 98/2016, as subsequently amended and supplemented, shall be carried out by organizing a new award procedure, in accordance with the provisions of the law.
