By initiating the sectoral procurement procedure, the intention is to conclude a works execution contract, with DDE-stage and AS BUILT design: “Automation of the MV EDN in the Northern Transylvania area, with a view to identifying and isolating the faulty network area”. For the calculation of the estimated procurement value of 182,789,641.00 lei excluding VAT, the following chapters and subchapters from the approved general estimate were taken into account, according to Statement of Need No. DEER/23302/29.01.2025, regarding the work subject to procurement, namely: Chapter Subchapter General Estimate / Name of expenditure chapters and subchapters / Total value of expenditure (in lei excluding VAT) – subject to procurement Chapter 3.5.6.2 Execution details and As Built 880,000.00 Chapter 4.1 Construction and installations 48,248,025.31 Chapter 4.2 Installation of machinery, technological and functional equipment 23,690,815.69 Chapter 4.3 Machinery, technological and functional equipment requiring installation 109,718,800.00 Chapter 6.1 Training of operating personnel 252,000.00 TOTAL 182,789,641.00 All works and all quantities provided for in the technical specifications shall be tendered. The duration for execution of the works is 33 months from the date of signing the order to commence the works, but no later than 31.12.2028 (of which: 3 months for DDE design and 30 months as the deadline for execution of the work). The contracting entity shall respond only to requests for clarification submitted by economic operators by the deadline established above. The execution works for the project “Automation of the MV EDN in the Northern Transylvania area, with a view to identifying and isolating the faulty network area” shall be carried out in accordance with the attached documentation. To achieve the proposed results, the following shall be carried out under this work: The work is structured into two components, as follows: a) Component C1 – Modernisation of switching equipment in the medium-voltage network This component includes, on the one hand, the replacement of certain existing conventional equipment in medium-voltage lines with new remotely controlled equipment and the replacement of conventional switchgear panels in transformer substations with new panels fitted with motorised equipment. The modernisation of switching equipment in the medium-voltage network entails: - Installation of 90 remotely controlled reclosers; - Installation of a number of 376 remotely controlled disconnectors; - Installation of 855 remotely controlled medium-voltage switchgear panels in transformer substations or supply points; - Installation of 320 auxiliary-services panels in transformer substations or supply points; - Installation of 343 telecommunications cabinets in transformer substations or supply points; b) Component C2 Digitalisation of the medium-voltage network This component includes the equipment necessary for digitalisation, as well as the work to integrate the equipment into the existing SCADA-SAD system of – Installation of 810 SCADA equipment assemblies and their integration into the existing SCADA/DMS of each branch.
