Romania – Electrical installation work – Design (PT+DDE) and execution of installations for use and connection to the electricity distribution network for the investment objective “Construction of wards at Hospital No. 2 Vaslui”

Opportunity description

The subject matter of the contract to be awarded consists of the procurement of design services (DTAC+PT+DDE) and the execution of works for the implementation of the connection installation and the installation for use connected to the electricity distribution network for the investment objective, including, without limitation: • preparation of the documentation for obtaining the urban planning certificate, the technical documentation underlying the obtaining of the endorsements and approvals required by the urban planning certificate, including the geotechnical study and topographic survey, as well as the Technical Documentation for the Organization of the Execution of Works (D.T.O.E.); • preparation of the DTAC and obtaining the building permit, preparation of the Technical Execution Design (PT), the Execution Details (DE), and the Program for Monitoring the In-Service Behavior of the Construction; • technical quality verification of the documentation by design verifiers certified in the field of electrical installations, independent of the designer preparing the documentation; • mandatory endorsement of the technical documentation, PT phase, for the connection installation and the installation for use, by the C.T.E. of DELGAZ GRID S.A., as applicable; • execution of the works for implementing the connection installations and installations for use, including the supply of equipment, transport to the indicated locations, assembly, complete installation, commissioning, performance of tests and verification of functionality, and training of the personnel designated by the purchaser; • provision of technical assistance by the designer during the execution of the works; • provision of servicing and corrective and preventive maintenance throughout the equipment warranty period, as well as remedying defects arising exclusively through the fault of the Contractor. The minimum technical requirements are those set out in the Tender Specifications, which are minimum and mandatory. Partial tenders from a quantitative and qualitative standpoint are not permitted; only complete tenders that meet all the minimum requirements established are permitted. NOTE: Any reference in the procurement documents indicating a particular origin, source, production, manufacturer, special process, standard, regulation, trademark or trade name, patent, or manufacturing license is mentioned solely for the purpose of easily identifying the product types as a concept and does not have the effect of favoring or eliminating certain economic operators or certain products/services or works. These specifications shall be deemed to include the wording “or equivalent,” and the tenderer is required to demonstrate the equivalence of the products/services/works offered with those requested, where applicable. NOTE: The deadline by which any interested economic operator has the right to request clarifications or additional information concerning the award documentation is 19 days before the deadline for submission of tenders. The contracting authority will respond clearly and completely to all requests for clarification on the 11th day before the deadline established for submission of tenders. The contracting authority is not obliged to respond to requests for clarification received after the initially established deadline. NOTE: Requests for clarification concerning this award documentation shall be addressed exclusively in SEAP, in the “Questions” section of the award procedure conducted by electronic means, and the responses thereto will be published in SEAP in the “Procedure details - Clarifications, decisions on the award documentation” section of the contract notice; the contracting authority will not process requests submitted through any communication method other than the one established. The technical-economic documentation, DTAC, PT, and DTOE phases, shall be prepared in accordance with the provisions of Government Decision No. 907/2016, as subsequently amended and supplemented, and must comply with the solution set out in Technical Connection Endorsement No. 1006155126/27.02.2026. According to the Tender Specifications, the connection solution established through the Solution Study endorsed by DELGAZ GRID S.A. provides for: • the connection point established at the 20 kV voltage level, at the existing 20 kV underground power line – incoming from PT 175 BL 237 and the existing 20 kV underground power line – outgoing to PT 25 BL 316, at a distance of approximately 15 m; • reinforcement works on the network operator’s electricity network, consisting of the integration into SCADA of the equipment in the connection module; • the metering point established at the 20 kV voltage level, at the metering and connection cell, with the metering unit having the structure, meter type, instrument transformers, and method of integration into the remote meter-reading system described in the Tender Specifications; • the installation boundary point established at the 20 kV voltage level, at the medium-voltage cable lugs, at the output of the metering and connection cell located in the concrete-enclosed connection module. The Solution Study and the Technical Connection Endorsement constitute annexes to the Tender Specifications and represent mandatory input data for the Contractor. The Contractor may not modify the elements imposed through the Technical Connection Endorsement without the express approval of the distribution operator and the Contracting Authority. The detailed solutions shall be subject to verification, endorsement, and authorization in accordance with the law. The design and execution of electrical installations shall be carried out by economic operators holding certificates/confirmation decisions issued under the Regulation for the certification of economic operators that design, execute, and verify electrical installations, approved by Order No. 134/2021 of the President of A.N.R.E. The execution period is 7 months from the commencement order: a maximum of 2 months for design and a maximum of 5 months for execution, technical assistance, testing, and commissioning. Maximum contract validity period: 67 months, including the maximum scored warranty period of 60 months, until final acceptance. According to Note No. 32870/05.08.2026 concerning the determination of the estimated value of the public procurement contract for Design services (PT+DDE) and execution of installations for use and connection to the electricity distribution network for the investment objective “Construction of wards at Hospital No. 2 Vaslui,” all expenses necessary for connecting to the electricity distribution network, provided for in the cost estimate within the solution study and the ATR, were taken into account in establishing the estimated value, namely for: provision of design services for installations for use and connection installations; execution of works on the installations for use and connection installations and technical assistance from the designer during the execution of the works, the estimated value being a total amount of 1,300,595.51 lei excluding VAT, consisting of: - design + assistance + execution of connection installation = 448,482.39 lei excluding VAT; - design + assistance + execution of installation for use = 852,113.12 lei excluding VAT.
