Romania – Emission measurement equipment – “Upgrading the pollutant emissions laboratory to the EURO 6e standard”

The subject matter of the contract consists of the supply of equipment for “Upgrading the pollutant emissions laboratory to the EURO 6e standard,” the procurement consisting of the supply, installation, commissioning, configuration, integration into the Horiba STARS VETS infrastructure used by DSGSP for coordinating the dynamometer test bench systems and processing the data obtained, and ensuring the implementation of the entire process of upgrading the laboratory to the Euro 6e standard, included in the price of the equipment supplied. The procurement is financed from own funds. The contract will be signed by the Purchaser after the date of approval of the Revenue and Expenditure Budget of R.A.R. – R.A. for 2026, as well as the Annual Investment Plan for 2026. Any interested economic operator has the right to request clarifications or additional information in connection with the procurement documentation (Art. 160 para. (1) of Law 98/2016 and Art. 103 para. (1) of Government Decision 395, as subsequently amended and supplemented), subject to a deadline of 18 days before the deadline for submission of tenders. - The contracting authority will provide a consolidated, clear and complete response to all requests for clarifications/additional information on the 11th day before the deadline established for the submission of tenders (Art. 160 para. (2) and Art. 161 para. (1) of Law 98/2016 and Art. 27 paras. (2)-(4) and Art. 103 para. (2) of Government Decision 395/2016). - The contracting authority will not respond to a request for clarifications/additional information received within the 17-day period preceding the deadline established for the submission of tenders, the request being deemed to have been submitted late.
