Opportunity description

The objectives of this contract are: -Preparation of the technical-economic documentation necessary for the execution of works to achieve the investment objective “Consolidation and rehabilitation of the property at 29 Calea Calarasilor”; -Provision of technical assistance during the execution of the works in accordance with the technical execution design and the existing situation on the ground, as well as during the public procurement procedure for the procurement of the works execution contract. The number of days before the deadline for submission of tenders by which clarifications may be requested is 18 days. The contracting authority will respond clearly and completely to all requests for clarification/additional information on the 11th day before the established deadline for submission of tenders. The deadline for submission of tenders is stated in the contract notice. The deadline for responding to clarifications does not affect the right of interested economic operators to submit requests for clarification throughout the entire period between the publication of the contract notice and the deadline established for submitting requests for clarification: 18 calendar days before the deadline for receipt of tenders established by the contracting authority. Since the contracting authority is required to respond clearly and completely to all requests for clarification, it must allocate a reasonable period for analyzing the requests for clarification and formulating responses. According to Art. 160 of Law No. 98/2016, as subsequently amended and supplemented, the contracting authority’s obligation to respond to requests for clarification is conditional upon the requests for clarification being submitted within the deadline imposed by the procurement documentation; in this case, the deadline indicated in I.3 must be taken into account. General objective of the project: Consolidation and improvement of the efficiency of the historic-monument property located at 29 Calea Calarasilor, Municipality of Braila, with a view to preventing disaster risks and ensuring resilience to climate change. Specific objectives: 1. Consolidation of the property located at 29 Calea Calarasilor, Municipality of Braila. This objective concerns the structural consolidation of the building located at 29 Calea Calarasilor, Municipality of Braila, in accordance with the technical documentation approved by the beneficiary and taking into account the economic viability of the proposed solutions. Through the seismic consolidation works on the existing building, currently classified in seismic risk class RsII, the aim is for it to be classified in seismic class RsIII upon completion of the works. 2. Improving the energy efficiency of the property located at 29 Calea Calarasilor, Municipality of Braila. To achieve this objective, the project provides for renovation/thermal insulation measures for the opaque and glazed parts, replacement of old and inefficient equipment with new and more energy-efficient equipment, use of renewable energy, and installation of a BMS (Building Management System) building management and control system for remotely monitoring, recording, and operating the building installations (heating, ventilation, lighting), optimizing their operation, and reducing energy consumption. Following implementation of the project, the building may be classified in energy performance class C. Description of the requested services: Stage I: Preparation of the Technical Design and Execution Details, DTAC, DTOE drawn up in accordance with Government Decision No. 907/2016 in conjunction with Law 50/1991 on authorizing construction works, for the purpose of obtaining the Building Permit and preparing the technical documentation required to obtain all agreements, endorsements, and authorizations related to carrying out the investment, including but not limited to these. Stage II: Technical assistance from the designer during the procedure for awarding the public works procurement contract, as well as supervision by the designer during the execution of the construction works in accordance with the requirements of these tender specifications. Technical assistance will be provided throughout the entire duration of the works and until Final Acceptance of the Works, including through participation in the determining stages of the execution of the works in accordance with the applicable legal provisions and the requirements of the Contracting Authority. Involvement in all aspects related to the public procurement procedures concerning the procurement of works additional to those included in the initial works contract, if applicable. The duration of execution of the works will be at least 24 months from the date communicated in the Works Commencement Order. The duration of service provision may be revised/amended in correlation with the period for execution of the works if the latter changes. Revision/amendment of the schedule for providing the technical assistance service for a longer duration will not entail additional costs under the service contract. The designer will also be required to attend the construction site whenever requested by the Contracting Authority, in situations requiring this, for the purpose of providing the contracted technical assistance during the execution of the works. The total estimated procurement value of 1,310,000.00 lei excluding VAT consists of: -Design services (Stage I): 1,060,000.00 lei -Technical assistance (Stage II): 250,000.00 lei.
