Opportunity description

The contracting entity intends to conclude a framework agreement having as its subject “Preparation of hydrological studies, geotechnical studies, including field geophysical investigations at water crossings by pipelines, bank protections and bottom sills” a) the maximum number of economic operators that will be party to the framework agreement to be concluded: 10; the minimum number of economic operators that will be party to the framework agreement to be concluded: 2; b) the option to award contracts subsequent to the conclusion of the framework agreement by reopening competition, if the framework agreement is to be concluded with several economic operators: YES; c) frequency of awarding subsequent contracts: estimated 2 contracts/month; d) the award criterion and, where applicable, the evaluation factors to be applied for the award of subsequent contracts, as well as any other related rules, where the respective contracts are to be awarded by reopening competition: lowest price; e) estimates of the minimum and maximum quantities that may be requested throughout the entire duration of the framework agreement, as well as the minimum and maximum quantities that may be the subject of a single subsequent contract among those to be awarded during the framework agreement: According to the Framework Agreement Description Information document; f) estimated value of the largest subsequent contract to be awarded during the framework agreement: 798,810 lei; g) estimated maximum value of the framework agreement: 5,999,910 lei. The deadline by which economic operators have the right to request clarifications or additional information regarding the procurement documentation is the 18th day before the deadline for submission of tenders, pursuant to the provisions of Art. 173 of Law No. 99/2016, amended and supplemented by Emergency Ordinance 107/2017 amending and supplementing certain legislative acts with an impact in the field of public procurement. The deadline by which the contracting entity will respond clearly and completely to all requests for clarification/additional information pursuant to the provisions of Art. 172 para. 2, read in conjunction with Art. 173 of Law No. 99/2016, amended and supplemented by Emergency Ordinance 107/2017 amending and supplementing certain legislative acts with an impact in the field of public procurement, is: the 11th day before the deadline for submission of tenders. The design and construction of natural gas transmission pipelines shall be carried out in accordance with the requirements of Order 118/20.12.2013 published in Official Gazette 171/10.03.2014 concerning the Technical Rules for the design and construction of natural gas transmission pipelines. The provisions of the Technical Rules apply to the design and construction of new natural gas transmission pipelines and to intervention works consisting of the replacement, modernization, rehabilitation, technological upgrading, conversion or strengthening/repair of existing natural gas transmission pipelines. For the design of a watercourse crossing by a natural gas transmission pipeline, in accordance with the regulations in force issued by the National Energy Regulatory Authority (ANRE) and in compliance with the Technical Rules approved by ANRE Order No. 118/2013, the following must be available: a) hydrological studies of the watercourse in the crossing area; b) geotechnical studies in the watercourse bed and on its banks; c) field geophysical investigations determined on the basis of the geotechnical study prepared specifically for the investment objective, where applicable; The preparer of the hydrological study will prepare the documentation for: - the water management permit, including obtaining it. If there are several works within the same River Basin Administration, a single set of documentation will be prepared, - the permit for crossing dikes, including obtaining it, where applicable. (5) of WATER LAW No. 107/1996, as subsequently amended and supplemented, and the provisions of MMAP Order No. 1708/10.10.2020, as amended by Order No. 572/2021, where applicable. The preparer of the hydrological study will also prepare the geotechnical study in the crossing section (or in the protection area), which includes field geophysical investigations, where applicable.
