Opportunity description

According to the project requirements, this procurement seeks to acquire an “Event organization services” package for the purpose of organizing the project's national conference over a period of 2 days in Iași, in accordance with the conditions set out in the Tender Specifications. The event will take place on 25-26 November 2026 in the Municipality of Iași. According to the implementation schedule and the provisions of the funding application, the organization of the annual national conference represents an essential component of the activity of informing about and promoting professional opportunities and the careers of the future, including green careers. The event aims to: • present current and future labor market trends, based on relevant studies, research, guides, and materials in the field; • inform students, parents, teaching staff, and representatives of institutions with responsibilities in career counseling and guidance about emerging educational and professional opportunities; • facilitate dialogue and the exchange of experience among students, parents, teaching staff, career counseling and guidance experts, employers, institutional partners, and non-governmental organizations; • increase awareness of the importance of informed educational and professional choices adapted to economic, social, and technological developments; • promote equal opportunities, gender non-discrimination, and equitable access to all fields of education, training, and employment; • strengthen the project's visibility and disseminate its results at national level, in compliance with the information and communication requirements applicable to the Education and Employment Programme. Pursuant to Article 74(4) of Law No. 98/2016, the contracting authority applies a 5-day reduction to the deadline for submitting tenders because the procedure permits tenders to be submitted electronically, namely via the SEAP platform. Electronic submission ensures: • complete, simultaneous, and non-discriminatory access to the procurement documentation; • full transmission of documents in electronic format; • the integrity, confidentiality, and traceability of communication; • elimination of the constraints associated with the physical transmission of tenders. Since the procedure is conducted entirely by electronic means, the contracting authority considers that the legal conditions for applying the 5-day reduction to the deadline for submitting tenders have been met. The deadline by which economic operators may request clarifications or additional information regarding the procurement documentation is: 15 days before the deadline for submitting tenders. The contracting authority will respond clearly and completely to all requests for clarification: on the 10th day before the deadline established in the Contract Notice for submitting tenders, insofar as they are submitted within the specified period. Subject matter of the contract - Procurement of services for the organization of the National Conference “ConsEDU - National Conference on Promoting the Careers of the Future and Strengthening Career Counseling and Guidance Services” - 25-26 November 2026, conducted by the beneficiary, an activity that enables achievement of the results/indicators undertaken through the funding application for the ConsEDU project. The national conference organization services will be provided in the Municipality of Iași - 100 participants in total, of whom 100 will require accommodation for 1 night, in accordance with the conditions in the Tender Specifications.
