Opportunity description

According to the project requirements, this procurement seeks to purchase a “package” of services for organizing 4 feedback workshops in accordance with the conditions set out in the Tender Specifications. The services for organizing the 4 project feedback workshops will be provided in 4 different locations as follows: 20 November 2026 - Timișoara, 27 November 2026 - Iași, 4 December 2026 - Bucharest, 11 December 2026 - Cluj-Napoca. According to the implementation schedule and the provisions of the funding application, sub-activity A1.2 – Development of a quality assurance system for career counseling and guidance (COC) services provided in primary, lower secondary and upper secondary educational institutions, provides for the organization of 4 feedback, debate and validation workshops. Their purpose is to analyze, improve and validate the counseling quality assurance tools developed under the project, namely: the updated quality standards for COC at whole-school level, the professional profile of the school counselor, the school counselor’s code of ethics and the methodology for establishing partnerships within COC activities. To this end, the workshops aim to: • analyze and discuss the working versions of the four tools and clarify the comments made during the previous written feedback stage; • verify the clarity, coherence, applicability and feasibility of the tools in real educational contexts; • analyze ways of operationalizing the tools, including from the perspective of the roles, stages, procedures and resources required in the relationship between educational institutions, CJRAE/CMBRAE and school inspectorates; • analyze aspects relating to ethics, confidentiality, equity and inclusion, as well as the indicators, evidence and any risks associated with implementation; • collect structured feedback from experts and representatives of institutions relevant to the field of career counseling and guidance; • prioritize and formulate recommendations for improving the four tools; • formulate conclusions to underpin the integration of the comments and the preparation of the final versions of the tools, as well as the final validation report. The minimum technical specifications required for organizing the 4 feedback workshops are presented in the Tender Specifications for the aforementioned procurement. Pursuant to Article 74(4) of Law No. 98/2016, the contracting authority applies a 5-day reduction to the deadline for the submission of tenders, because the procedure allows tenders to be submitted by electronic means, namely through the SEAP platform. Electronic submission ensures: • complete, simultaneous and non-discriminatory access to the procurement documents; • full transmission of documents in electronic format; • the integrity, confidentiality and traceability of communication; • the elimination of constraints associated with the physical transmission of tenders. Since the procedure is conducted entirely by electronic means, the contracting authority considers that the legal conditions for applying the 5-day reduction to the deadline for the submission of tenders have been met. The deadline by which economic operators may request clarifications or additional information concerning the procurement documents is: 15 days before the deadline for the submission of tenders. The contracting authority will respond clearly and completely to all requests for clarification: on the 10th day before the deadline established in the Contract Notice for the submission of tenders, insofar as they are submitted within the specified time limit. Subject of the contract - Procurement of services for organizing 4 feedback workshops during November - December 2026 - carried out by the beneficiary, an activity that enables the achievement of the results/indicators undertaken through the funding application for the ConsEDU project. According to the project requirements, these Tender Specifications seek the purchase of a “Workshops” package for the organization of 4 feedback workshops within the project, in Timișoara, Iași, Bucharest and Cluj-Napoca, during November-December 2026. 8 people will participate in each workshop.
