Opportunity description

Event organization services/training course sessions intended for the target group within the project. The contracts will cover Event organization services/training course sessions intended for the target group within the project “MED4SCHOOL - Continuing training in school medicine, the foundation of a healthy generation”, Financing Contract no.: 142103 / 02.12.2025. SMIS Code 348094, which include transportation, accommodation, and meals for target group participants and lecturers. The subject matter of the contract is the provision of integrated event organization services for the training sessions within the project: room rental and event preparation, catering (coffee break, lunch), restaurant services (dinner), accommodation, reimbursement of transportation for participants and lecturers, technical support, and overall coordination of the events. A maximum of 25 events will be organized, with an estimated total number of participants of at least 1,000 persons; their scheduling is included in the procurement documentation. Qualification criteria according to the procurement documentation III.1.2) Economic and financial capacity: The candidate/tenderer must demonstrate a minimum average annual turnover over the last three years of at least 2800000 lei (2025, 2024, 2023). The documents through which they will demonstrate compliance are accounting balance sheets for the years specified above or any other documents confirming compliance with the requirements. If the tender is submitted by an association, a centralized form for the association as a whole, signed by the legal representative of the association designated as leader, as well as individual forms for each member of the association, signed by each member’s legal representatives, including the leader, shall be submitted. If the tender is submitted by an association, the requirement will be met by combining the resources of all members of the association. If the candidate does not have a balance sheet for the requested years because it was established later, the contracting authority will take into consideration the average turnover calculated from the date on which the economic operator was established or began its commercial activity. For calculating the equivalent, the values will be expressed in lei and euro at the average leu/euro exchange rate communicated by BNR for the respective year. Tenderers that must convert currencies other than Euro or Lei will use the annual average exchange rates established by BNR. III.1.3.a) Technical and/or professional capacity Tenderers shall demonstrate that they have provided similar services during the last 3 years, calculated from the deadline for submission of the tender, in the amount of 1400000 lei, under a minimum of 1 and a maximum of 3 contracts. In order to demonstrate compliance with the requirements, tenderers shall submit documents confirming the provision of the services in compliance with the quality level imposed by the contracts. The documents submitted may be service acceptance reports signed by the beneficiaries, recommendations, supporting documents, or any other documents confirming fulfillment of the obligations. Proportion of subcontracting, Economic operators submitting a tender must demonstrate a form of registration under the law of their country of residence, showing that the economic operator is legally established, is not in any of the situations involving annulment of its establishment, and has the professional capacity to carry out the activities covered by the contract. The requirement also applies to subcontractors that complete the information relating to the situation. A certificate of status issued by ONRC and a Declaration regarding the beneficial owner of the funds issued by ONRC shall be submitted. The following documents shall be submitted by economic operators / association members / subcontractors / supporting third parties: criminal record certificate for the administrator/administrators / participating economic operator/operators, tax record certificate, certificates of status issued by ONRC and/or other equivalent documents issued by the competent authorities in the country in which the economic operator is established, valid at the time of submission. Tax compliance certificate and certificate regarding payment of taxes and duties, valid on the tender submission date. Declaration regarding the beneficial owner of the funds. Tenderers, supporting third parties, and subcontractors must not be in the situations provided for in Art. 164, 165, 167 of Law no. 98/2016 on public procurement and shall submit declarations on their own responsibility in this regard in accordance with the attached forms.
