Romania – Feasibility study, advisory service, analysis – Services for the preparation of the feasibility study related to the investment objective “CONSTRUCTION/EXTENSION OF STORMWATER NETWORKS SERVING STREETS IN THE MUNICIPALITY OF CRAIOVA – MALL PROMENADA AREA (SLUICE) - RÂULUI CANAL - ȘERCA STREAM”

Opportunity description

The subject matter of the contract consists of providing services for the preparation of the feasibility study related to the investment objective “CONSTRUCTION/EXTENSION OF STORMWATER NETWORKS SERVING STREETS IN THE MUNICIPALITY OF CRAIOVA – MALL PROMENADA AREA (SLUICE) - RÂULUI CANAL - ȘERCA STREAM”, in accordance with the requirements set out in Technical Specifications No. 248738/13.07.2026 and Design Brief No. 248728/13.07.2026. The general objective to which the provision of the design services contributes is the sustainable development and modernization of the stormwater sewerage system of the Municipality of Craiova, in line with climate trends, European directives (2000/60/EC, 91/271/EEC, 2007/60/EC), national strategies and local urban planning needs. The objective is to reduce flood risk, protect surface water bodies and increase response capacity in the face of extreme weather events. The objective of the Feasibility Study is part of the priority investments phased for the period 2025–2030 and aims to relieve the collector on Râului St. of stormwater inflow through: - duplication of the collector on Râului Street, a new collector on Știrbei Vodă Blvd.; - Overflow connection from the Râului St. collector to the new Știrbei Vodă Blvd. collector; - Discharge of the new collector into the Șerca stream, including desilting/regularization works on the Șerca stream up to the UAT boundary. The main proposed technical works include: • Duplication of the collector from the Mall Promenada sluice area to the intersection of Râului St. with Gheorghe Bibescu St.) • Construction of a new collector from the area of the intersection of Râului St. with Ilie Balaci Boulevard to its discharge into the Șerca stream, from the Cantonament Luncă area • Overflow connection from the Râului St. collector to the new Știrbei Vodă Blvd. collector • Discharge of the new collector into the Șerca stream, construction of the outfall • Desilting/regularization works on the Șerca stream up to the boundary of the Craiova UAT. Amendment of the contract during its validity period shall be carried out under the conditions provided for in Article 221 of Law No. 98/2016, as subsequently amended and supplemented. Amendment of the contract during its validity period other than in the cases and under the conditions provided for in Article 221 of Law No. 98/2016, as subsequently amended and supplemented, shall be carried out by organizing a new award procedure, in accordance with the provisions of the law. Deadlines for submitting/responding to requests for clarification/additional information: A. In accordance with the provisions of Article 160(1) of Law No. 98/2016, as subsequently amended and supplemented, the deadline by which any interested economic operator has the right to request clarifications or additional information in connection with the procurement documentation is 18 days before the deadline for submission of tenders. B. In accordance with the provisions of Article 160(2) of Law No. 98/2016, as subsequently amended and supplemented, the contracting authority shall respond clearly and completely to all requests for clarification on a single day, namely the 11th day before the deadline for submission of tenders, by means of a consolidated response, provided that the requests for clarification are submitted within the specified deadline. The services concerning the preparation of the feasibility study related to the investment objective “CONSTRUCTION/EXTENSION OF STORMWATER NETWORKS SERVING STREETS IN THE MUNICIPALITY OF CRAIOVA – MALL PROMENADA AREA (SLUICE) - RÂULUI CANAL - ȘERCA STREAM” shall be provided in accordance with the requirements set out in Technical Specifications No. 248738/13.07.2026 and Design Brief No. 248728/13.07.2026. The minimum requirements for providing the services for preparation of the feasibility study, documentation for permits and approvals, field investigations and supporting documentation necessary for advancing the AXIS 1 investment, in accordance with Government Decision No. 907/2016 and the specific requirements of the objective, are established by Technical Specifications No. 248738/13.07.2026. The purpose of the contract is to prepare complete, mature and approvable technical-economic documentation for the AXIS 1 objective, enabling approval of the technical-economic indicators and preparation of the subsequent financing, design and execution stages. The service provider shall substantiate the optimal solution for: Construction of section I—the Mall Promenada sluice area to the intersection of Râului St. with Gheorghe Bibescu St.), Construction of a new collector from the area of the intersection of Râului St. with Ilie Balaci Boulevard to its discharge into the Șerca stream, from the Cantonament Luncă area, including taking over overflow from the Râului St. collector, Discharge of the new collector into the Șerca Stream, embankment of the Șerca Stream—the section between Cantonament Luncă and the property boundary of the UAT Municipality of Craiova., integration of controlled discharge, energy dissipation, pre-treatment and monitoring works, as applicable. The feasibility study shall demonstrate hydraulic efficiency, technical feasibility, economic sustainability, environmental compliance and compatibility of the investment with the existing stormwater system and the other priority interventions in the master plan. Amendment of the public procurement contract during its validity period shall be carried out under the conditions provided for in Article 221 of Law No. 98/2016, as subsequently amended and supplemented. Amendment of the contract during its validity period other than in the cases and under the conditions provided for in Article 221 of Law No. 98/2016, as subsequently amended and supplemented, shall be carried out by organizing a new award procedure, in accordance with the provisions of the law.
