The services covered by the contract are: – Feasibility Study for the objective “Integrated training base for the Romanian Army’s special-purpose forces at Mihai Bravu Barracks 3645”, pursuant to Government Decision No. 907/2016, as subsequently amended and supplemented, in accordance with the design brief; – Presentation note, prepared in accordance with the framework content provided for in Annex No. 4 to the Regulation on the organization and operation of the Technical-Economic Council of the Ministry of National Defence, approved by Order M.94/2017; – Topographic study in the STEREO 70 system; – Geotechnical study, verified by an Af-certified design verifier; – Hydrogeological study; – Ballistic study, necessary to substantiate the development and safety solutions relating to live-fire training facilities (shooting ranges, shooting house, training ranges), including the establishment of safety zones and projectile capture/stopping solutions; – Obstacle limitation study and the documentation required to obtain the approval of the Romanian Civil Aeronautical Authority (A.A.C.R.), necessary in relation to the heliport planned within the objective and the aeronautical easements applicable to the site; – Traffic study, necessary to substantiate the access solutions, internal roads and platforms, and the connection to the existing road network; – Solution and coexistence study, necessary for connection to utility networks and for establishing the conditions for coexistence with the networks and facilities existing in the area; – NZEB compliance report, prepared by a certified energy auditor for buildings; – Preparation of the documentation required to obtain the endorsements and approvals requested through the Urban Planning Certificate, as well as assistance provided to the Contracting Authority in obtaining the endorsements, including the Documentation for obtaining the preliminary fire safety approval and the documentation for obtaining the public health endorsement. At the same time, the Service Provider shall provide specialist support to the Contracting Authority when presenting the technical-economic documentation for the purpose of obtaining the approval of the C.T.E. of the M.Ap.N. (presentation in .pptx or similar format to support the documentation prepared for endorsement and approval at the meeting of the Technical-Economic Council of the Ministry of National Defence). Furthermore, at the request of the Contracting Authority, the Service Provider shall provide specialist technical assistance and submit clarifications regarding the technical-economic documentation it has prepared, during the advancement of the subsequent phases of the project (preparation of D.T.A.C., P.Th. + D.E., execution of works). Clarifications shall be submitted exclusively to the Contracting Authority, which shall use them in accordance with its own remit. The Service Provider shall not participate in the conduct of subsequent award procedures and shall not have access to the tenders submitted or to the identity of the participating economic operators. Number of days before the deadline for submission of tenders/applications by which clarifications may be requested: 12. The CA shall respond clearly and completely to all requests for clarification in accordance with the provisions of Articles 69 and 70 of Government Emergency Ordinance 114/2011, as subsequently amended and supplemented, but no later than 6 days before the deadline established for the submission of tenders.
