Opportunity description

LP1 – Valea Lupului Commune (VLC), Iași County, Romania – is the administrative-territorial unit, based on the Statute approved by Local Council Decision no. 137/25.08.2022. According to the Statute, art. 21 (5), lit. a), the duties of the local public authorities include: ensuring, in accordance with the law, the necessary framework for the provision of public services of local interest regarding emergency lifeguarding, lifeguarding and first aid services. To fulfill these duties, LP1 has specialized Emergency Situations (ES) structures: • The Emergency Situations and Environmental Protection Department of the town hall (consisting of contractual staff and subordinate to the deputy mayor of the commune): 7 people; • The Local Committee for Emergency Situations, with the position of chair held by the mayor of the commune: 17 people; • The V2-type Voluntary Service for Emergency Situations, organized with volunteer staff, for the protection of life and public and/or private property against fires and other calamities within the territory of LP1: 10 people. LP1 is developing very rapidly, but infrastructure and many services are not keeping pace with this accelerated growth, particularly with regard to disaster risk. Throughout the year, due to several factors (complicated, rather chaotic terrain and, in many areas, an undeveloped street network, etc.), the locality faces major problems in the field of Emergency Situations, particularly fires, trees and telephone/electricity poles brought down by strong winds, and roads rendered impassable after rain, snow and freezing conditions. To successfully resolve these problems, the involvement of modern machinery and equipment and cooperation with specialized structures both at local/regional level and with cross-border partners are necessary. LP1 has administrative and managerial expertise, project experience and the resources necessary for the successful implementation of this project. In the field of fire prevention and firefighting and civil protection, LP1 has experience in Emergency Situations interventions, such as: • inspecting and intervening on road sections affected by blizzards and fallen poles; • intervening to clear roads in areas affected by fallen trees or telephone poles brought down by storms; • cooperating with specialized services (firefighters) to extinguish fires; • coordinating the Voluntary Service for Emergency Situations, which provides a basis for community involvement and an effective response in emergency situations. In the same regard, LP1 has experience collaborating with AP3 – the “Mihail Sturdza” Inspectorate for Emergency Situations of Iași County in organizing training for community volunteers and organizing fire drills, which have enriched the collective knowledge base. LP1 also has experience organizing actions that inform the community’s population about Emergency Situations. Insofar as requests for clarification or additional information are submitted within the above deadline, the contracting authority’s response to these requests will be sent no later than the 11th day before the deadline established for submitting tenders.
