The Romanian National Water Administration, through the DOBROGEA-LITORAL RIVER BASIN ADMINISTRATION, administers the waters in the public domain of the state and the infrastructure of the National Water Management System, consisting of reservoirs, flood-protection dikes, canals, inter-basin diversions, water intakes and other specific works, as well as the infrastructure of the national hydrological and hydrogeological monitoring systems and the systems for monitoring the quality of water resources that are part of its assets, for the purpose of understanding and managing surface-water and groundwater resources in a unified manner throughout the country. The subject matter of this framework agreement is the procurement of hydrometric and hydrogeological measurements and observations that become an integral part of the National Water Management Data Fund in accordance with Water Law 107/1996, as subsequently amended and supplemented, Article 35, point 2: “Hydrometeorological, hydrogeological and water-management information is obtained through units of the National Administration ‘Apele Romane’, from other authorized specialized units and directly from water users. All of this constitutes the National Water Management Data Fund.” Observations and measurements will be carried out for 33 lots. Number of days before the deadline for submitting tenders/applications by which clarifications may be requested – 24 days. The deadline for responding to requests for clarification is the 11th day before the deadline established for submitting tenders.
