Conclusion of a framework agreement with reopening of competition, for the purchase of agri-food products, in accordance with the specifications and quantities in the tender specifications. LOT No. 1 - Meat (Chilled pork, Chilled beef, Chilled poultry and poultry-based products, Fresh fish) LOT No. 2 - Specialties and meat-based products LOT No. 3 - Dairy products LOT No. 4 - Fresh bread LOT No. 5 - Potatoes, vegetables, citrus fruits, fruit, fresh root vegetables LOT No. 6 – Canned vegetables and pickles, various packaged food products, vegetable oils, seasonings and spices, cocoa, chocolate and sugar confectionery LOT No. 7 – Beverages and related products A framework agreement with reopening of competition will be concluded separately for each lot. The contracting authority awards the framework agreement to the first 3 tenderers that submitted the most economically advantageous tender for each individual lot. Method of awarding the subsequent contract: with reopening of competition among the economic operators ranked in the first 3 places for each individual lot (signatories to the framework agreement). Following the contracting authority's request, the economic operators will submit in a sealed envelope a new financial tender for the products for which they signed the framework agreement. The new financial tender must not exceed the price established in the framework agreement. If two or more tenderers are ranked first in the ranking of financial tenders, the contracting authority will send a request for clarification concerning the submission of new, improved financial proposals, and the economic operators will send their responses to the contracting authority's address in a sealed envelope. If, after the submission of new, improved financial proposals, no distinction can be made, the contracting authority will resume the differentiation process. If there are fewer than 3 economic operators for a lot, competition will be reopened among those that exist. If only one operator submitted a tender for a lot, it will be declared the winner and the lot will be awarded. The products pertaining to each lot will be delivered on the basis of subsequent orders issued by the contracting authority to each of the locations. The distribution of quantities is detailed in the Delivery Annex. The quantities are estimates, and deliveries will be made directly to the premises of each unit, in accordance with the requests. The products will be delivered according to the locations specified in the Delivery Annexes attached to the tender specifications, an annex in which the quantities for each individual lot are detailed. Economic operators will have to ensure delivery of the products to each indicated location, under the conditions set out in this annex. The delivery costs relating to the transport of the products to the locations indicated in the Delivery Annexes will be borne in full by the economic operator. The contracting authority will not make additional payments for transport, as these are considered included in the unit and total price tendered. Therefore, economic operators are required to take transport costs into account in the financial proposal, so that the tender reflects the total cost of delivering the products under the conditions and to the locations mentioned in the procurement documentation. Each member of the association will complete the ESPD. The products corresponding to the seven lots will be delivered regularly during the years 2025-2027.
