Procurement of fuels (diesel and gasoline) for the vehicle fleet of the Sibiu General Directorate of Social Assistance and Child Protection, using cards through the conclusion of a Framework Agreement for 24 months, with subsequent contracts. The Framework Agreement will be concluded with a maximum of 3 economic operators, without reopening competition. The estimated minimum and maximum quantities of fuels for the vehicle fleet that may be purchased under the centralized Framework Agreement are: - Diesel- minimum 64800 liters, maximum 115200 liters - Gasoline- minimum 28800 liters, maximum 48000 liters Currently, the vehicle fleet of DGASPC Sibiu and its subordinate social services consists of 34 vehicles, all used to ensure the proper conduct of the institution's current and specific activities. 34 fuel cards are therefore required. An estimated number of 34 cards is envisaged, and their issuance and delivery must be carried out without additional costs for the contracting authority. They will be delivered within a maximum of 10 working days from the date of signing the subsequent contract/issuing the order by the contracting authority and based on its request, containing the data necessary for personalizing the cards. The cards issued for the vehicles in the contracting authority's vehicle fleet will be personalized, as applicable, with a unique card number and the vehicle number and/or the name of the institution and/or a unique code associated with each individual natural-person user. When transmitting the notification for signing a subsequent contract and for the purpose of issuing fuel cards, the contracting authority will indicate the elements for personalizing each individual card, according to the personalization options indicated by the prospective supplier in its tender. The cards will be secured with a unique password/PIN code associated with each individual card and may be blocked and/or canceled in the event of theft or loss. Blocked and/or canceled fuel cards (where they cannot be unblocked and/or reactivated), lost cards, as well as damaged cards, will be replaced by the supplier and delivered within a maximum of 5 working days following notification to this effect by the contracting authority. The costs associated with the new cards, including their issuance and delivery to the contracting authority's premises, will not result in additional costs for the contracting authority/entity, up to a number of cards equal to that requested upon conclusion of the ongoing subsequent contract and/or, as applicable, upon conclusion of the previous subsequent contract(s) (concluded with the same contractor). The cards will have a monthly quantitative and/or value limit established by the contracting authority and transmitted when signing the subsequent contract /issuing the order; the quotas allocated to the cards may be modified/reallocated by the contracting authority through the card management application, within the total contracted quantity. The use of fuel cards may be limited to certain types /varieties of fuel. The cards will have a validity period equal to at least the duration of the subsequent contract. All cards will function throughout the economic operator's entire network of filling stations. The economic operators will supply the fuel (diesel and gasoline) using cards through fuel filling stations. Thus, the economic operators must have at least 2 filling stations in Sibiu County and a national network of filling stations, with a presence in at least every county seat, operating non-stop, so that the continuous supply of fuel can be ensured, which is essential for maintaining the efficiency of operations, especially in the case of emergency vehicles or those used for essential public services, given the nature and specific characteristics of the contracting authority's activities. All fuel filling stations made available by the economic operator must allow fueling using a fuel card. Procedure: open. Estimated value: 1,632,000 RON.
