Romania – Gas supply mains construction work – Execution of works for the investment objective – “ESTABLISHMENT OF A NATURAL GAS DISTRIBUTION SYSTEM IN THE COMMUNES OF MÂNĂSTIREA, CHISELET, SPANTOV, CĂLĂRAȘI COUNTY”

Opportunity description

The contract concerns the execution of works related to the investment objective “Establishment of a natural gas distribution system in the communes of Mânăstirea, Chiselet and Spanțov, Călărași County”, in accordance with Technical Project No. 8/2025 – P.T.–D.E. phase, the Tender Specifications, the Building Permit and the other technical documents comprising the procurement documentation. The works include the construction of a new natural gas distribution network with a total length of approximately 37,320 m, the construction of the pipeline connecting to the existing distribution system, the construction of the Regulation-Metering-Delivery Station – SRMP, as well as all works, inspections, technological tests, acceptance operations and activities necessary for commissioning the system. The works will be carried out within the territory of the communes of Mânăstirea, Chiselet and Spanțov, Călărași County, as well as at the additional sites related to the investment, namely the section connecting to the existing distribution system located within the territory of the municipality of Oltenița, the site of the Regulation-Metering-Delivery Station and the transit section located within the territory of the commune of Ulmeni, Călărași County. The investment aims to provide access to the natural gas distribution network for approximately 988 households. The contract concerns exclusively the execution of the works, without including services for the preparation, updating or verification of the technical project, which was completed prior to the initiation of the procedure. The Execution Period is a maximum of 36 months, calculated from the Start Date established by the Administrative Commencement Order issued under the terms of the Contract. The warranty period for the works is 36 months from the commissioning date and is separate from the Execution Period. The estimated value of the contract is 29,264,199.92 lei excluding VAT. The estimated value reflects the consideration for all activities and requirements stipulated in the Tender Specifications and is established on the basis of the general cost estimate at the P.Th. design phase. The estimated value does not include provisional sums/implementation reserves, so there is no overlap between the provisional sums and miscellaneous and unforeseen expenses. At project level, an amount of 200,000 lei excluding VAT is provided for miscellaneous and unforeseen expenses, shown separately in the general cost estimate and not included in the estimated value declared for the works contract that is the subject of this procedure. The deadline by which the contracting authority will respond clearly and completely to all requests for clarification/additional information is 11 days before the deadline for the submission of tenders.
