The procurement of the works "MODERNIZATION OF THE BASARABI 110/20 kV ELECTRICAL TRANSFORMER SUBSTATION Vol. 1A – electromechanical equipment for high-voltage installations" is necessary because the Basarabi 110/20 kV electrical transformer substation, managed by the Dobrogea Operational Region/Dobrogea High Voltage Maintenance, Constanța area, has a PIF year of 1969 and supplies household and industrial consumers in the Municipality of Constanța area and several other nearby localities. During its 57 years of operation, no modernization work has been carried out on the HV installations (110 kV); all equipment, both primary and secondary, has exceeded its service life and is both physically and morally obsolete, which is why the modernization of the 110/20 kV electrical transformer substation is necessary. These assets require replacement, modernization and capacity expansion so that they can support energy consumption at current consumption norms and service quality standards, particularly regarding service continuity and the parameters of the energy delivered, as imposed by ANRE. Interested economic operators may request clarifications or additional information no later than the 20th day before the deadline for submitting requests to participate/tenders, and the Contracting Entity will respond clearly and completely to all requests for clarification submitted by economic operators by the established deadline, pursuant to Art. 29 para. (3) of Government Decision 394/2016. The Contracting Entity reserves the right to issue two consolidated responses, in accordance with the provisions of Art. 172 para. (2) and Art. 173 para. (1) of Law No. 99/2016, as follows: – a first consolidated response, issued no later than the 11th day before the initial deadline for submitting tenders; – a second consolidated response, issued no later than the 11th day before the amended deadline for submitting tenders, if the tender submission deadline is extended under the conditions of Art. 163 of Law No. 99/2016. The Basarabi 110/20 kV electrical transformer substation, managed by the Dobrogea Operational Region/Dobrogea High Voltage Maintenance, Constanța area, has a PIF year of 1969 and supplies household and industrial consumers in the Municipality of Constanța area and several other nearby localities. The transformer substation is located outside the built-up area of the town of Murfatlar and is particularly important in providing the connection between various substations, being an important node in the distribution network. It supplies 10,419 low-voltage customers and 27 medium-voltage customers in the Municipality of Constanța area and other nearby localities, and ensures the distribution of the existing high-voltage producers on the Cobadin Nord 110 kV OHL – 27.5 MW, Cobadin – 130 MW, Băltăgești – 50 MW, CET Constanța and CET Midia Năvodari, as well as a considerable number of renewable energy producers at various stages of connection to the SEN, being the largest electrical transformer substation in the Dobrogea region at the interface with the SEN. During its 57 years of operation, no modernization work has been carried out on the HV installations (110 kV); all equipment, both primary and secondary, has exceeded its service life and is both physically and morally obsolete, which is why the modernization of the 110/20 kV electrical transformer substation is necessary. The electrical installations and equipment still in operation were designed on the basis of design regulations superseded by the quality standards currently in force; consequently, the electrical installations in operation cannot meet these standards, causing economic losses to users connected to the HV busbar of the electrical transformer substation and to the operator, quantified through non-compliance with the SAIDI and SAIFI quality indices, as well as through technological losses (CPT). Given the age of the equipment in the high-voltage installations currently in operation, the costs of maintaining this equipment are high; according to records from the last 3 years, they average 267,248.32 lei. These assets require replacement, modernization and capacity expansion so that they can support energy consumption at current consumption norms and service quality standards, particularly regarding service continuity and the parameters of the energy delivered, as imposed by ANRE. Taking into account the technical condition of the equipment, which has exceeded its normal operating life by far compared with the periods indicated in the regulations in force and those recommended by manufacturers, the fact that spare parts are no longer available for this equipment, and the fact that there is a risk of affecting a significant number of users in the event of incidents in these installations, as demonstrated by the incidents recorded during 2017–2023, the technological upgrading of the Basarabi 110/20 kV electrical transformer substation is an opportunity for the Distribution Operator. Site: The transformer substation is located outside the built-up area of the town of Murfatlar. The Investor intends to contract engineering services and works execution services for the entire High Voltage installation – electromechanical equipment – at the Basarabi electrical substation.
