Execution of routine maintenance works – carriageway, shoulders, emergency lanes and edge strips, years I–IV – DRDP Craiova: Lot 1 SDN Craiova, Lot 2 SDN Tr. Severin, Lot 3 SDN Tg. Jiu, Lot 4 SDN Rm. Valcea, Lot 5 SDN Slatina. The routine maintenance works on the carriageway specific to the type of surfacing, the shoulders, the emergency lanes and the edge strips shall be carried out in accordance with the provisions of: - “Standard regarding the maintenance and repair of public roads” - index AND No. 554-2002, approved by Decision No. 13/2002 of the General Director of A.N.D. - R.A., - “Standard regarding maintenance works for remedying deterioration of bituminous road surfacing on rehabilitated public roads” index AND 576-2010, approved by Decision No. 480/2020 of the General Director, - “Standard for the prevention and remediation of defects in modern road surfacing” index AND 547-2013, approved by Decision No. 1277/2013 of the General Director, - “Standard – Hot-mix asphalt. Technical conditions regarding design, preparation and laying” index AND 605/2016, approved by Decision No. 437/2014 of the General Director, and the technical regulations and standards in force in the field. The “Nomenclature of public road administration, operation, maintenance and repair activities,” approved by Order No. 346/2000 of the Minister of Transport, Annexes No. 1 and No. 2, Chapter B, index 101.2, and the price descriptions presented in the specifications. The routine maintenance works – carriageway, shoulders, emergency lanes and edge strips – to be performed are exempt from the obligation to obtain a building permit pursuant to Article 11(1)(k) of Law 50/1991. The description of the routine maintenance works – carriageway, shoulders, emergency lanes and edge strips – administered by SDN 1-5 is presented in the Specifications for Lots 1-5, including in the annexes attached to the five specifications. The Purchaser shall issue the Order to commence the works for the Subsequent Works Contract after establishment of the Performance Guarantee for the works and the insurance, which shall cover, from the commencement date until the acceptance report upon completion of the works – in a single phase, all risks concerning the persons actually involved, the works performed, machinery, work installations, equipment, materials in stock, its own personnel and representatives authorized to inspect, test or accept the works, as well as damage or loss caused to the beneficiary or third-party natural or legal persons throughout the validity period of the contract, and at the request of the SDN within whose area the works are performed. Note: A) Pursuant to Article 160(1) of Law 98/2016, as amended and supplemented, the deadline by which economic operators interested in participating in the public procurement procedure are entitled to request clarifications regarding the procurement documentation is 20 days before the deadline for submission of tenders. B) In accordance with the obligation provided for in Article 160(2) of Law 98/2016, as amended and supplemented, the contracting authority shall respond clearly and specifically to all requests for clarification on the 11th day before the deadline established for submission of tenders. Any request for clarification submitted after the date mentioned under point A) shall make it impossible for the contracting authority to provide a response within the period mentioned under point B), and consequently any request for clarification within the periods mentioned shall be considered late.
