Opportunity description

The contract involves design services, including technical assistance, execution of works for the objective "Construction of Titu Town Hospital" and the supply of medical equipment and intangible assets in order to put the new hospital into operation. Note: Number of days before the deadline for submission of tenders by which clarifications may be requested: 20 days. The contracting authority will respond to requests for clarification 10 days before the deadline for submission of tenders. There are no limitations between expenditure chapters and subchapters, the tenderer having both the right and the obligation to provide for all costs resulting from the bill of quantities and from its tender.For chapter 5.2, the tenderer is free to propose its own costs, depending on its own organization and the requirements of the procurement documentation. The works contract will be signed subject to the suspensive condition of obtaining financing under the National Investment Program in Hospital Unit Infrastructure. The estimated period for obtaining financing and, implicitly, for which this suspensive condition applies is 12 months from the date of publication of the contract notice in SEAP. If, regardless of the reasons, the financing contract is not signed, the beneficiary reserves the right to apply the provisions of Article 212 para.1 letter c, second sentence of Law 98/2016, as subsequently amended and supplemented, after receiving notification from the Ministry of Health regarding the refusal of financing, making it impossible to conclude the public procurement contract. The contractor understands and assumes that the beneficiary is not liable for any damage in the event of cancellation of the procedure for this reason, regardless of the nature of the damage, the tenderers assuming full liability.
