Opportunity description

Through this procedure, the Contracting Authority wishes to procure the services “Security Solution – Access / DNS Traffic / DDoS / SIEM / SOAR / Instana / DR Brașov + Grivița Security Solution,” which will be implemented by extending support and warranty services and renewing subscriptions / licenses for the cybersecurity functionalities presented / detailed in the tender specifications. Pursuant to the provisions of Article 160(1) of Law 98/2016 (hereinafter referred to as “Law 98”) and Article 103(1) of the Methodological Norms for Law No. 98/2016, approved by Government Decision No. 395/2016 (hereinafter referred to as the “Norms”), any interested economic operator has the right to request clarifications or additional information regarding the procurement documentation, subject to a deadline of 18 days before the deadline for submission of tenders. In accordance with the provisions of Article 160(2) and Article 161(1) of “Law 98,” as well as Article 27(2)-(4) and Article 103(2) of the “Norms,” the contracting authority will provide a consolidated, clear, and complete response to all requests for clarifications / additional information on the 11th day before the deadline established for submission of tenders. The contracting authority will not respond to a request for clarifications / additional information received within the 17-day period before the deadline established for submission of tenders, as the request will be deemed to have been submitted late. The public procurement contract may be amended during its validity period under the conditions provided for in Article 221 of Law No. 98/2016 and the provisions of ANAP Instruction No. 1/2021. Through this procedure, the Contracting Authority wishes to extend support and warranty services and subscriptions / licenses for the existing solutions, without modifying the general architecture currently in operation and without introducing technologies incompatible with the current environment. The procurement is intended to ensure operational and technological continuity and is necessary to maintain the security level, reduce the risks of unavailability, ensure specialized technical support in the event of incidents or malfunctions, and maintain visibility into the performance and use of IT resources. This procurement is not intended to replace the existing infrastructure, but to ensure continuity of support and warranty services and usage rights for the solutions already in operation, so that they may function under optimal, secure, and compliant conditions throughout the established contractual period. Support and warranty services and subscriptions / licenses for the existing solutions will be renewed / extended, including, where applicable, for platforms and products used from the Cisco, Palo Alto Networks, F5, and IBM ranges (namely IBM QRadar, IBM Instana, and IBM Turbonomic), in accordance with the technical requirements detailed in the tender specifications. Registrul Auto Român - R.A. (R.A.R. - R.A.) uses specialized security, communications, monitoring, observability, resource optimization, and application protection solutions within its IT infrastructure, which are necessary to ensure the continuity of IT services, protect digital resources, and maintain an adequate level of availability, performance, and security. These solutions are used to protect the central infrastructure, data communications, and internally and externally exposed applications, to secure traffic and critical IT services, as well as for monitoring, analysis, and correlation of security events, application observability, and optimization of IT resource use. Because the IT systems of R.A.R. - R.A. support very important operational processes, it is necessary to keep the security, monitoring, and administration components currently in operation functional and up to date. The requirements in the tender specifications are minimum and mandatory. Accordingly, any service tender that deviates from the provisions of the tender specifications, presents services with characteristics inferior to those provided therein, or does not satisfy the requirements imposed therein will be rejected as non-compliant. The procurement will be finalized by concluding a contract with a single economic operator for a maximum period of 25 months, of which a maximum of 24 months is the additional period granted for warranty, subscriptions / licenses, and technical support services, and 30 days is the delivery and implementation period.
