Opportunity description

The procurement procedure concerns the supply of licenses for for Internal Cloud for the implementation of the project “Implementation of the Government Cloud Infrastructure” - Component 7 “Digital Transformation” - NATIONAL RECOVERY AND RESILIENCE PLAN (PNRR), as well as for the subsequent development of services related to the cloud infrastructure (with funding provided from the state budget), which will materialize through the conclusion of three framework agreements corresponding to the lots below: LOT 1 – Licenses for Cloud type 1; LOT 2 – Licenses for Cloud type 2; LOT 3 – Licenses for Cloud type 3. The contracting authority will conclude one framework agreement for each individual lot, with a validity of 12 months. The contracting authority will respond clearly and completely to all requests for clarification by the 11th day before the deadline for submission of tenders, for clarifications received at least 18 days before the deadline for submission of tenders. Under lot 1 – Licenses for Cloud type 1, RedHat Operating System Subscriptions will be purchased. The minimum and maximum quantities estimated to be purchased during the framework agreement are a minimum of 40 pcs.- maximum 50 . pcs. The minimum and maximum quantities estimated to be purchased under a single subsequent contract are a minimum of 1 pc.- maximum 40 . pcs. The estimated value of the largest subsequent contract, determined on the basis of the maximum quantities specified above, is 1,574,064.00 lei excluding VAT for LOT 1. During the implementation of the framework agreement, it is estimated that 2 subsequent contracts will be awarded, as follows: 1 subsequent contract in 2026, 1 subsequent contract in 2027. Under lot 2 – Licenses for Cloud type 2, the following will be purchased: 1. Windows Server Datacenter 2025 with Software Assurance; 2. Microsoft SQL Server Standard; 3. Windows Server CAL; 4. Remote Desktop Services CAL; 5. Windows Server External Connector. The minimum and maximum quantities estimated to be purchased during the framework agreement are: 1. Windows Server Datacenter 2025 with Software Assurance: minimum 3776 pcs.- maximum 4992 pcs.; 2. Microsoft SQL Server Standard: minimum 125 pcs.- maximum 162 pcs.; 3. Windows Server CAL: minimum 600 pcs.- maximum 720 pcs.; 4. Remote Desktop Services CAL: minimum 50 pcs.- maximum 100 pcs.; 5. Windows Server External Connector: minimum 40 pcs.- maximum 50 pcs. The minimum and maximum quantities estimated to be purchased under a single subsequent contract are: 1. Windows Server Datacenter 2025 with Software Assurance: minimum 1 pc.- maximum 3776 pcs.; 2. Microsoft SQL Server Standard: minimum 1 pc.- maximum 125 pcs.; 3. Windows Server CAL: minimum 1 pc.- maximum 600 pcs.; 4. Remote Desktop Services CAL: minimum 1 pc.- maximum 50 pcs.; 5. Windows Server External Connector: minimum 1 pc.- maximum 40 pcs. The estimated value of the largest subsequent contract, determined on the basis of the maximum quantities specified above, is 27,261,654.02 lei excluding VAT for LOT 2. During the implementation of the framework agreement, it is estimated that 2 subsequent contracts will be awarded, as follows: 1 subsequent contract in 2026, 1 subsequent contract in 2027. Under lot 3 – Licenses for Cloud type 3, Oracle Database Enterprise Edition Packages will be purchased. The minimum and maximum quantities estimated to be purchased during the framework agreement are a minimum of 19 pcs.- maximum 24 pcs. The minimum and maximum quantities estimated to be purchased under a single subsequent contract are a minimum of 1 pc.- maximum 19. pcs. The estimated value of the largest subsequent contract, determined on the basis of the maximum quantities specified above, is 8,722,823.62 lei excluding VAT for LOT 3. During the implementation of the framework agreement, it is estimated that 2 subsequent contracts will be awarded, as follows: 1 subsequent contract in 2026, 1 subsequent contract in 2027.
