The subject of the procurement is “Implementation of an ERDP (Electronic Registered Delivery Platform) IT solution comprising: (1) software component: licensing of access to a cloud SAAS solution for the digitalization of processes and relations with third parties, a commercial cloud-hosted product available to the provider at the time of submission of the tender; (2) services component: installation, configuration/parameterization of the SAAS solution according to the needs of the Dolj General Directorate for Social Assistance and Child Protection and its subordinate entities in relation to their specific administrative processes and electronic services, including commissioning; and (3) staff training, including cybersecurity training.urity cybersecurity”. Subject of the procurement: The implementation of an ERDP (Electronic Registered Delivery Platform) IT solution is requested, comprising: (1) software component: licensing of access to a cloud SAAS solution for the digitalization of processes and relations with third parties, a commercial product available to the provider at the time of submission of the tender, and related services (cloud hosting, administration, maintenance and technical support); (2) services component: installation, configuration/parameterization of the SAAS solution according to the needs of DGASPC Dolj and its subordinate entities in relation to their specific administrative processes and electronic services, including commissioning; and (3) staff training, including cybersecurity training. 1. Stage 1 Perpetual license to use the SaaS solution for the digitalization of processes and relations with third parties. Deliverable/expected result: The perpetual license to use the configured solution is granted to the institution and its subordinate entities, without limiting the number of officials or the number of citizens/legal-entity representatives: — the structure, roles, registers and document groups are parameterized and operationally active; — the front-office and back-office functionalities are implemented and available; — inter-institutional interconnection is functional. Deadline: 13 months from contract signing. 2. Stage 2. Implementation services (installation, configuration, parameterization) for the SaaS solution according to the needs of DGASPC Dolj and its subordinate entities. Deliverable/expected result: The functionalities specific to the administrative processes and electronic services of DGASPC Dolj and its subordinate entities (front-office and back-office) are parameterized at the level of the structures and available to citizens and companies. Deadline: 13 months from contract signing. 3. Stage 3. Staff training services, including cybersecurity training. Deliverable/expected result: Staff training services, including cybersecurity training, are provided for 200 official users. Deadline: 13 months from contract signing. a) In accordance with the provisions of Article 160(1) of Law No. 98/2016, as subsequently amended and supplemented, the deadline by which any economic operator interested in participating in the public procurement procedure has the right to request clarifications or additional information concerning the procurement documentation is: - stage 1: 24 days before the deadline for submission of tenders. - stage 2: 16 days before the deadline for submission of tenders. b) In accordance with the provisions of Article 160(2) of Law No. 98/2016, as subsequently amended and supplemented, the Contracting Authority establishes two deadlines by which it will respond to all requests for clarification/additional information, as follows: - stage 1: the 19th day before the deadline for submission of tenders. - stage 2: the 11th day before the deadline for submission of tenders. Any request for clarification submitted after the date specified under point a), stage 2, will make it impossible for the contracting authority to provide a response within the deadline specified under point b), stage 2, and, as a result, any request for clarification within the specified deadlines will be considered late.
