Procurement of anesthesia and resuscitation instruments, 6 lots, in accordance with the specifications, the technical specifications annexed to the specifications for each lot and the contractual clauses that form part of the procurement documentation. The anticipated maximum values relating to the subsequent contracts to be performed at the same time for each individual lot are: LOT 1: Antibacterial and antiviral filters: 1.985.115,68 lei LOT 2: Stylets for intubation tubes: 1.056.224 lei LOT 3: Oxygen masks: 2.546.685,71 lei LOT4: Non-invasive ventilation mask: 147.219,88 lei LOT 5: Oropharyngeal airways: 892.965,8 lei LOT 6: Ventilation bag (resuscitator) and mask set: 13.649.759 lei The procurement: - is organized and conducted by the National Office for Centralized Procurement (ONAC), as Contracting Authority for the centralized procurement of medical products, for and on behalf of the entities within the National System for Emergency Medical Assistance and Qualified First Aid (SNAMUPAC); - concerns medical products necessary for SNAMUPAC activities, namely the products provided for in the detailed list stipulated in Art. 8 para. (9) of Emergency Ordinance No. 46/31.05.2018; - is carried out on the basis of the substantiation of the need for medical products prepared and communicated by the Ministry of Health and the Ministry of Internal Affairs, through the Department for Emergency Situations. The detailed list of products required by SNAMUPAC was approved by Joint Order No. 168/5.254/317/2024 of the Ministry of Internal Affairs, the Ministry of Health and ONAC. Maximum accepted delivery period: 5 days from the signing of the subsequent contracts; payment term: 60 days from receipt of the medical products. Deadlines for submitting / responding to requests for clarifications / additional information: In accordance with the provisions of Art. 160 para. (1) of Law No. 98/2016, as subsequently amended and supplemented, the deadline by which any interested economic operator has the right to request clarifications or additional information in connection with the procurement documentation is 21 days before the deadline for submission of tenders. In accordance with the provisions of Art. 160 para. (2) of Law No. 98/2016, as subsequently amended and supplemented, ONAC will send the consolidated response formulated to the requests for clarifications/additional information on the 11th day before the deadline established for the submission of tenders, insofar as they are submitted within the specified period. In order to verify during the technical evaluation the compliance of the technical specifications of the medical products offered with the requirements requested through the procurement documentation, by the deadline for submission of tenders, tenderers will send to the ONAC address (free of charge) three samples of each product offered. In accordance with the provisions of Regulation 2025/1197, read in conjunction with the provisions of Regulation 2022/1031 and Directive 2014/2014, the Contracting Authority applies the IPI measure in procedures concerning the procurement of medical devices falling under CPV codes 33100000-1 – 33199000-1 and with an estimated value equal to or greater than EUR 5.000.000 excluding VAT. Product No. 5 - Antibacterial and antiviral filters The medical products that are the subject of the public procurement are used in the current activities of the entities within SNAMUPAC. Centralized procurement will ensure sufficient and continuous stocks of these products, allowing emergency medical assistance services to be provided without disruptions. Through this public procurement procedure, ONAC aims to conclude framework agreements, for a period of 4 years, in the name of and for the entities within SNAMUPAC, as Beneficiaries, for 26 medical products, grouped into 6 lots. The medical products are used by the Beneficiaries in providing emergency medical assistance.
