Framework agreement/agreements for the supply, service secret: medical equipment in the category of equipment provided for in Art. 29 para. (2) letter d) of the Methodological Norms for the application of Law No. 477/2003, approved by Government Decision No. 370/2004, described in the Specifications, divided into lots, as follows: - Lot 1 - medical equipment in the category of equipment provided for in Art. 29 para. (2) letter d) of the Methodological Norms for the application of Law No. 477/2003, approved by Government Decision No. 370/2004, in accordance with the Specifications, - Lot 2 - medical equipment in the category of equipment provided for in Art. 29 para. (2) letter d) of the Methodological Norms for the application of Law No. 477/2003, approved by Government Decision No. 370/2004, in accordance with the Specifications, - Lot 3 - medical equipment in the category of equipment provided for in Art. 29 para. (2) letter d) of the Methodological Norms for the application of Law No. 477/2003, approved by Government Decision No. 370/2004, in accordance with the Specifications, - Lot 4 - medical equipment in the category of equipment provided for in Art. 29 para. (2) letter d) of the Methodological Norms for the application of Law No. 477/2003, approved by Government Decision No. 370/2004, in accordance with the Specifications. Information regarding the technical specifications of the medical equipment in the category of equipment provided for in Art. 29 para. (2) letter d) of the Methodological Norms for the application of Law No. 477/2003 on the preparation of the national economy and territory for defense, approved by Government Decision No. 370/2004, is presented in the Specifications, a document classified as service secret, which will be made available only to economic operators whose security status is confirmed under the conditions of the INSTRUCTIONS FOR TENDERERS, which are contained in the file “INSTRUCTIONS FOR TENDERERS”. Following publication of the invitation to participate, economic operators may submit requests for clarification regarding the procurement documentation. Responses to requests for clarification shall be provided in accordance with Art. 69-70 of Government Emergency Ordinance No. 114/ 2011. Deadline by which clarifications or information concerning the procurement documentation may be requested: 6 (six) days before the deadline established for the submission of tenders. The contracting authority will respond clearly and completely to all requests for clarification/additional information from economic operators at least 3 (three) days before the deadline established for the submission of tenders. Any request for clarification received after the established deadline has expired will not be taken into account. Means of communication with the Contracting Authority during the award/performance of the contract: a) for unclassified information: by post, own representative, or e-mail; b) for classified information: • with Romanian economic operators: through the system for the collection, transport, distribution, and protection within the territory of Romania of classified correspondence or through their own courier teams, in accordance with the provisions of Government Decision No. 1349/2002 on the collection, transport, distribution, and protection, within the territory of Romania, of classified correspondence, as subsequently amended and supplemented; • with foreign economic operators: through the channels established in accordance with the provisions of each agreement/arrangement at governmental or departmental level concerning the mutual protection of classified information (including military/defense information), signed and ratified/approved by Romania with the country in which the respective economic operator is registered. Medical equipment in the category of equipment provided for in Art. 29 para. (2) letter d) of the Methodological Norms for the application of Law No. 477/2003, approved by Government Decision No. 370/2004, technical quality conditions in accordance with the Specifications; Minimum/maximum quantity: in accordance with the Specifications, Procedure: restricted.
