The procurement concerns the supply of a complex pain therapy system, designed as a complete and integrated medical solution intended for the evaluation, interventional treatment, monitoring, and care of patients with acute and chronic pain syndromes. The system will comprise the following components: a neuromonitoring system for nerve functions, radiofrequency ablation equipment, a cryoablation system, a multidisciplinary ultrasound system, a radiolucent table, and an electric bed with a weighing system and anti-bedsore mattress. The system components perform distinct but complementary functions and will provide the technological support necessary for carrying out a complete clinical workflow, from patient preparation, positioning, and imaging assessment to the monitoring of nerve functions, the application of interventional therapeutic techniques, and post-procedural monitoring. The system will be supplied new, unused, in a complete and functional configuration, together with all accessories, software applications, licenses, and elements necessary for its intended use. The contract will include the transportation, handling, assembly, installation, configuration, testing, and commissioning of the system, training of designated personnel, provision of technical and compliance documentation, as well as warranty, maintenance, and technical support under the conditions set out in the Tender Specifications. The system will be supplied in accordance with the requirements set out in the Tender Specifications. The contracting authority will respond to requests for clarification on the 11th day before the deadline for submission of tenders. The deadline by which economic operators interested in access to the award procedure may request clarifications: up to the 18th day before the deadline for receipt of tenders (Pursuant to Article 160(2) and Article 161 of Law 98/2016). The public procurement consists of the supply of a complex pain therapy system intended to develop and modernize the capacity of the “Sfânta Maria” Clinical Hospital to evaluate, provide interventional treatment to, monitor, and care for patients with acute and chronic pain syndromes. The system will consist of: a neuromonitoring system for nerve functions, radiofrequency ablation equipment, a cryoablation system, a multidisciplinary ultrasound system, a radiolucent table, and an electric bed with a weighing system and anti-bedsore mattress. The system components perform distinct but complementary medical functions and are intended for coordinated use within the same clinical workflow. They will provide the support necessary for patient preparation and positioning, imaging guidance of procedures, identification and monitoring of nerve structures, application of interventional therapeutic techniques, and post-procedural monitoring. The system will be supplied new, unused, and not refurbished, in a complete and functional configuration, together with all accessories, auxiliary devices, cables, connections, software applications, licenses, and other elements necessary for installation, commissioning, and use under normal and safe conditions, in accordance with its intended medical purpose. As ancillary to the supply, the procurement includes transportation, handling, and delivery to the site indicated by the Contracting Authority, unpacking, assembly, installation, configuration, connection to the available infrastructure, calibration, testing, performance of functional checks, and commissioning of the entire system. The contractor will also provide training for the designated medical and technical personnel, provision of technical, operating, compliance, and service documentation, as well as warranty services, preventive and corrective maintenance, and technical support under the conditions established through the Tender Specifications. All obligations regarding supply, installation, commissioning, and personnel training will be fulfilled within a maximum of 60 calendar days from the date of receipt of the order issued by the Contracting Authority. Installation, testing, and commissioning of the entire system will be completed within a maximum of 5 calendar days from the date of complete physical delivery of all components. The system will benefit from a minimum full warranty period of 24 months, calculated from the date of acceptance and commissioning, and the contractor will ensure the availability of maintenance and repair services and spare parts for a period of at least 6 years after expiry of the warranty, with post-warranty services to be the subject of separate procurements. The procurement is intended to obtain a complete and functional medical solution that will enable the coherent performance of procedures specific to pain therapy under conditions of enhanced precision and safety.
