Romania – Medical equipment – Supply, installation, testing and commissioning of a hazardous medical waste treatment and neutralization system, configured with two independent and functionally equivalent technological lines

Opportunity description

The procurement constitutes the main equipment investment relating to Partner 2 – “Sfânta Chiriachi” Vaslui County Emergency Hospital within project ROMD00318 – PREP-Health, financed through the Interreg VI-A NEXT Romania–Republic of Moldova Programme. The procurement involves the supply, installation, testing and commissioning of a hazardous medical waste treatment and neutralization system, configured with two independent technological lines, which must comply with the specifications in the tender specifications and the technical data sheet attached thereto. The system will consist of two independent and functionally equivalent technological lines, capable of operating autonomously, alternately or simultaneously. The redundant configuration is intended to ensure operational continuity, reduce biological risk and treat infectious and sharps waste in an integrated, controlled and traceable flow. The contract is a supply contract including installation. Transport, unloading, technological installation, connection to the connection points prepared by the beneficiary, configuration, testing, commissioning, staff training and warranty/service obligations are operations ancillary to the supply. The works for the platform, modular construction, utilities and related arrangements are the subject of a separate contract, implemented in coordination and, where appropriate, in parallel. The supply of the products and performance of the ancillary operations will be carried out in compliance with the DNSH principle and the requirements applicable to the project financed through the Interreg VI-A NEXT Romania–Republic of Moldova Programme. Tenderers will present in their technical proposal how the products supplied, installation, testing, commissioning and management of the equipment at the end of its life cycle comply with the applicable DNSH requirements. a) Number of days until which clarifications may be requested: 18 days before the deadline for submission of tenders. b) The contracting authority will respond clearly and completely to all requests for clarification on the 12th day before the deadline for submission of tenders. Any request for clarification must be submitted through SEAP www.e-licitatie.ro The objective of the project is to increase the resilience and preparedness capacity of health systems in the face of future cross-border epidemic threats by introducing safe and sustainable solutions for the on-site management and neutralization of hazardous medical waste at the hospital. The procurement contributes to the “Social development across borders” Priority and to Specific Objective 2.2 of the Interreg VI-A NEXT Romania–Republic of Moldova Programme: ensuring equal access to medical services and strengthening the resilience of health systems. The contract contributes directly to activity 1.2 “Medical waste neutralization equipment” and to deliverables D.1.2.2 and D.1.2.4 undertaken by Partner 2. The procurement of the system will contribute to increasing the resilience and preparedness capacity of health systems in the face of future cross-border epidemic threats by introducing safe and sustainable solutions for the on-site management and neutralization of hazardous medical waste at the hospital. The system will consist of two independent and functionally equivalent technological lines, capable of operating autonomously, alternately or simultaneously. The redundant configuration is intended to ensure operational continuity, reduce biological risk and treat infectious and sharps waste in an integrated, controlled and traceable flow. The anticipated benefits following completion of the procurement are as follows:  reduced dependence on external services for hazardous medical waste management;  increased operational continuity through the redundancy of the two lines;  reduced contamination risks associated with storage and transport;  reduced waste volume and its transformation into a neutralized residue;  efficient use of energy and water and limitation of operating costs through compliance with the technical requirements and the declared consumption parameters of the equipment supplied;  traceability of treatment cycles and improved staff and patient safety.
