Under the contract to be concluded, MINIBUSES will be purchased for transporting pupils in Timiș County – 25 units (Category M3 class B, wheelchair-accessible, with a maximum capacity of 18 passenger seats, 1 guide seat (accompanying teacher), 1 driver’s seat and 1 wheelchair space for persons with disabilities). The products covered by this contract will be delivered in accordance with the requirements of the specifications and the applicable legislation in force. Delivery and commissioning will be carried out in two stages: - Stage I – delivery of 10 minibuses, within a maximum of 60 days from the date specified in the Order to commence the supply of the products, issued by the Contracting Authority; - Stage II – delivery of 15 minibuses, within a maximum of 180 days from the date specified in the same Order to commence the supply of the products issued by the Contracting Authority (this represents the final and maximum deadline for completion of the entire contract). The Contractor is responsible for the on-site training of the personnel designated by the Contracting Authority. During the warranty period, the supplier undertakes to provide and deliver, for a fee, the consumables and parts required for the scheduled servicing and maintenance of the minibuses. The estimated value is 11,322,906.12 lei excluding VAT. The Contracting Authority will respond clearly and completely to all requests for clarification/additional information on the 12th day before the deadline established for the submission of tenders, provided that the requests are submitted at least 22 days before the deadline established for the submission of tenders. Clarifications submitted after this deadline will no longer be taken into consideration. The subject of this procurement is the supply of 25 MINIBUSES for transporting pupils in Timiș County (Category M3 class B, wheelchair-accessible, with a maximum capacity of 18 passenger seats, 1 guide seat (accompanying teacher), 1 driver’s seat and 1 wheelchair space for persons with disabilities), including the ancillary services that must be provided during their warranty period. The 18+1+1+1-seat school transport minibuses, including a wheelchair space for persons with disabilities, must meet special conditions of reliability, safety, comfort and environmental protection at the level of current European standards and must ensure high reliability, low maintenance and easy access to assemblies. The minibuses intended for school transport will be manufactured in accordance with the laws adopted concerning access to them by persons with locomotor disabilities, namely: Order of the Minister of Regional Development and Public Administration No. 189/2013 approving the technical regulation “Standard regarding the adaptation of civil buildings and urban spaces to the individual needs of persons with disabilities, reference NP 051-2012 – Revision NP 051/2000,” Law No. 448/2006 on the protection and promotion of the rights of persons with disabilities, republished, with subsequent amendments and additions, and Regulation No. 107 of 29.09.2010 of the United Nations Economic Commission for Europe (UNECE) – “Uniform provisions concerning the approval of category M2 or M3 vehicles with regard to their general construction.” The bodywork of the minibuses covered by this award procedure will be fitted with 1 passenger access door located on the right-hand side and 1 driver access door located on the left-hand side of the minibus, and 1 door intended for persons with disabilities, where the ramp for boarding persons with reduced mobility will be located. This number and type of access doors represents the minimum accepted. The bodywork will be warranted against corrosion (minimum 8 years), as well as against cracking, deformation and/or breakage throughout the average service life of the minibuses under normal conditions of use (minimum 8 years). The minibuses will be powered by a diesel engine, EURO VI-E emission standards. Upon delivery, the minibuses will have complete vehicle approvals granted by the competent authorities of the Member States of the European Union, in category M3 (vehicles designed and built for the transport of persons that have, in addition to the driver’s seat, more than 8 seats and a maximum mass exceeding 5 tonnes), class B (a class that does not permit standing places for passengers), and will be equipped with all road safety systems, mechanical suspension, a platform to facilitate access for persons with reduced mobility or physical disabilities/persons with disabilities, and heating and ventilation systems and a compressor for the air-conditioning system, ensuring a uniformly comfortable microclimate throughout their interior. The products will be delivered, transported and commissioned in accordance with the requirements of the specifications and the applicable legislation in force. The Supplier is required to train personnel in their use and will also submit the complete list of all materials and parts that need to be replaced. The Tenderer will also provide technical assistance and servicing activities during the warranty period. The warranty will cover all costs resulting from remedying defects during the warranty period, including, but not limited to: diagnosing defects, including personnel costs, repairing all defective components or supplying new components, replacing defective parts, restoring them to their original condition and testing to ensure correct operation; The minibuses will be delivered in the required quantity and quality to the location indicated by the Contracting Authority for each individual product. Each product will be accompanied by all subassemblies/component parts necessary for its commissioning and continued operation. The supplied minibuses must withstand, without limitation, accidental handling, exposure to extreme temperatures, salt and precipitation during transport and storage in open locations. The Contractor will take into consideration, where applicable, the distance to the final destination of the supplied products and the possible absence of handling facilities at transit points. Transport and all associated costs are the sole responsibility of the Contractor. The products will be insured against loss or damage occurring during transport and caused by any external factor. The Supplier will ensure that the minibuses are prepared for delivery in accordance with its own pre-delivery inspection procedures, ensuring that all necessary operations are carried out in this regard within the maximum delivery deadline established in the Contract. The Contractor is responsible for the on-site training of the personnel designated by the Contracting Authority. The purpose of the training is to transfer the knowledge necessary to operate the product. The number of persons to be trained is at least 25. During the warranty period, the supplier undertakes to provide and deliver, for a fee, the consumables and parts required for the scheduled servicing and maintenance of the minibus, activities that will be carried out in accordance with the scheduled maintenance manual. The tenderer will also submit a commitment regarding the provision of spare parts for the entire school transport minibus for a period equal to its service life, namely 8 years. The Supplier will be responsible for remedying latent defects for the declared reliability period or the average service life of the assembly (subassembly) concerned. Procedure: open.
