Contract for “E-learning platform development services” ” within the project ”SPER—Training, sustainable tools and practices, in accordance with the specifications. MEDICAL EQUIPMENT The requested e-learning platform will have to manage the entire project implementation process: enrollment, grouping, calendar allocation, lesson creation, lesson delivery and testing. The platform must also be CLOUD READY so that it can be very easily migrated to other public or private cloud environments, including the government cloud. CLOUD READY refers to an application, platform, service or infrastructure that is prepared and optimized to operate efficiently in the cloud environment. This means that the software or system has been designed or adapted to take advantage of the benefits offered by cloud platforms, such as scalability, flexibility, and high availability. The platform will ensure the delivery of theoretical courses, access to digital resources and the assessment of participants and will be integrated with SCORM modules. Objectives: • Providing an interactive distance-learning environment. • Equal access for medical staff, including those from disadvantaged environments. • Ensuring a complete educational flow: registration → completion of modules → assessment → certification. • Support for at least 500 learners, managed by cohorts/groups. The solution must include the following key components: a. Authoring Tool Module enabling trainers to create interactive lessons or educational activities using templates for interactive activities b. Lesson Delivery Module through which trainers can easily send lessons to learners and which allows interactive scenarios, clinical simulations, quizzes, variables and triggers c. User Administration Module enabling learners to be easily administered; d. Reports Module providing trainers with a varied range of progress reports; e. Library Module providing a space for sharing lessons among trainers. f. Accept and run SCORM modules g. Assessment, scores, automatic feedback module h. Module for monitoring progress directly from the SCORM modules NOTE: Pursuant to the provisions of Art. 160 of Law No. 98/2016, as subsequently amended and supplemented, the contracting authority establishes 1 deadline by which it will provide a clear and complete response to tenderers’ requests for clarification/additional information, as follows: The number of days before the deadline for submitting tenders/applications by which clarifications may be requested is 18 days.
