Opportunity description
INS has the mission of producing and disseminating relevant, reliable and internationally comparable official statistical information about societies, economies and the environment, in order to support the decision-making process of public authorities, the business environment and citizens. The development and implementation of an integrated system for statistical activity at national level brings major benefits both for the governmental environment and for the business environment, as well as for all those interested in Romania’s socio-economic reality. Thus, the implementation of the project will support the activity of collecting data, processing it and disseminating the information obtained, which will be carried out in an integrated manner, with a high degree of accuracy through the automation of processes, wherever possible, excluding human intervention as much as possible throughout the entire flow and eliminating possible errors that may lead to data distortion, resulting in reduced information processing times. Through the implementation of this project, 4 electronic public services will be developed, as follows: a) Provision of digital formats for reporting statistical data and metadata; b) Dissemination of statistical data;c) Facilitating access to and correct use of statistical data, adapted to the specific needs of users, through the development of modern and varied tools that enable the preparation of customized statistical research; d) Preparation of publications and summaries in specific fields that enable evidence-based decision-making. These public services are registered in the National Catalog of Public Services managed by ADR. The system will include several components and submodules divided into the following categories: • Presentation level – the portal for access to the administrative services provided; • Application level – the components necessary for the operation of the system; • Data level – the components for storing the data managed within the platform and the data for auditing activities carried out within the system; • Support level – administration, monitoring, backup and replication components; • Security – components for securing data at system level and database level. The main functional, security and support components of the platform are: • The portal component through which the necessary administrative processes are provided; • The document management component that will manage inter-institutional collaboration; • The BPM component that will manage the creation of data flows in internal and inter-institutional processes; • The data management and analysis component; • The analysis and reporting component; • The interoperability component that will enable the exchange of information between different existing and future systems at the level of public institutions; • The user identity administration component, which will ensure at least the following processes: o Connection to the ROeID electronic identity platform; o Creation and administration of digital identities and roles in the platform, for identities that are not covered by ROeID; o Auditing and reporting information corresponding to the processes executed within the solution; • The privileged access security component, whose role is to protect, manage and monitor privileged access to the system’s critical resources; • The application monitoring component, which will enable the immediate detection and remediation, as automatically as possible, of operational problems affecting the proper use of the information system and the performance of official duties; • The SIEM component, which provides the possibility of collecting and monitoring logs within the system. INS wishes to develop and implement the Integrated Information System, including basic software (with user training included), which will explicitly ensure the standardization of data formats and information exchange mechanisms (e.g. XML/XSD, JSON, iXBRL or equivalent), operation as a single platform for data collection and reporting at INS level, as well as support for the automation of analysis processes and result generation.The system will allow the controlled use of advanced data analysis mechanisms, including machine learning algorithms, where justified by functional requirements, data volumes and statistical analysis objectives, without affecting traceability, reproducibility and control over the results.The system will include mechanisms for notification and communication with users, as well as functionalities for secure electronic interaction with respondents and other external entities (e.g. private virtual space or functional equivalent), in correlation with the beneficiary’s requirements and the proposed solution.The system must enable automatic data collection through integration with respondents’ information systems, using standardized data exchange mechanisms (e.g.: API, web services, automatic imports), ensuring interoperability, reducing manual intervention and increasing the quality and consistency of the data collected. Functional requirements for the integrated information system: • the stages of developing the platform must take into account the creation of an integrated information system that must cover all the requirements presented in the Project Objectives under Requirements regarding the technical solution, in an integrated manner;• creation of a private virtual space through which all interactions between citizens/companies and INS will be conducted electronically online;• consolidation of data/report collection through a single technical platform;• establishment of generally applicable principles for data collection (for example: use of xml/xsd, JSON, iXBRL standards, implementation of security and audit standards and appropriate amendment of local legislative requirements);• standardization of data collection formats (reporting) and widespread use of structured reporting formats (which can be automated and processed) harmonized across all relevant European legislation;• creation of a centralized data reporting platform capable of generating reports both vertically across INS’s fields of operation and horizontally for oversight at the institution’s management level and unified reporting (e.g. communication with European authorities);• optimization of report collection and analysis flows and elimination of unnecessary steps; • creation of a new interaction and reporting portal that will:o manage in an integrated manner matters relating to the registry, petitions and data collection, o benefit from tools that easily implement both data flows and data collection and reporting,o ensure the exchange of information with other institutions in Romania as well as communication with European institutions;•automation of the analysis of collected data;•creation of a single database at INS level that enables both the archiving of information and its easy retrieval;•assessment and introduction of necessary new technical and business validations;•implementation of several notification modules, according to business needs. The integrated information system must ensure, in a unified manner, functional support for the main statistical processes carried out at INS level, namely design, development, collection, intake, validation, processing, analysis, administration, and dissemination of statistical data and information.
