The subject matter of the contract is the implementation of the activities related to the project: “Digital solutions for digital communities within the partnership between the communes of Joseni and Suseni, Harghita County”, SMIS Code: 335803, financed under the “CENTRE REGION” PROGRAMME 2021 - 2027 INVESTMENT PRIORITY: 2. “A DIGITAL REGION”, SPECIFIC OBJECTIVE: 1.2. HARNESSING THE BENEFITS OF DIGITALISATION FOR CITIZENS, COMPANIES, RESEARCH ORGANISATIONS AND PUBLIC AUTHORITIES ACTION: 2.1 DIGITAL COMMUNITIES FOR A SMART REGION INTERVENTION: 2.1.1 DIGITAL COMMUNITIES FOR A SMART REGION - DIGITAL SOLUTIONS, based on Financing Contract No. 664/19.03.2026. Within the contract, the Commune of Joseni and the Commune of Suseni intend to implement, in partnership, four innovative digital solutions to improve administrative efficiency and facilitate access to public services for citizens and businesses. These solutions will serve to increase administrative efficiency and simplify access to public services, and will also support the administration in the efficient management of public assets, the optimisation of maintenance works and technical interventions, and will enable long-term strategic planning. At the same time, these digital solutions will facilitate the remote monitoring and control of water and wastewater infrastructure, ensuring the efficient and safe management of resources and thereby contributing to sustainable and optimised resource management. The award procedure is organised by the partnership leader, in the name of and on behalf of the partnership members, pursuant to Art. 44 of Law No. 98/2016. Given the unified and integrated nature of the digital solution to be implemented, the procurement is not divided into lots. Following completion of the procedure, each partner will conclude a separate contract with the economic operator designated as the winner for its respective share of the investment and financial obligations, in accordance with the partnership agreement and the award documentation. Having regard to the provisions of Emergency Ordinance No. 98/2017, in compliance with the deadline provided for in Art. 8 para. (2) of the 2018 Methodological Norms for applying the provisions of Government Emergency Ordinance No. 98/2017, approved by Decision No. 419/2018, and the ANAP Notification regarding the manner of implementing the provisions of Art. 160 para. (2) of Law No. 98/2016, transmitted on 30.07.2018, the number of days before the deadline for submission of tenders by which clarifications may be requested: 18. Pursuant to the provisions of Art. 161 para. 1 of Law 98/2016, the contracting authority will transmit the responses to requests for clarification 11 days before the deadline for submission of tenders. HARNESSING THE BENEFITS OF DIGITALISATION FOR CITIZENS, COMPANIES, RESEARCH ORGANISATIONS AND PUBLIC AUTHORITIES ACTION: 2.1 DIGITAL COMMUNITIES FOR A SMART REGION INTERVENTION: 2.1.1 DIGITAL COMMUNITIES FOR A SMART REGION - DIGITAL SOLUTIONS, based on Financing Contract No. 664/19.03.2026. The services concern the implementation of four innovative digital solutions for the purpose of improving administrative efficiency and facilitating access to public services for citizens and businesses: - Integration of the ghiseul.ro platform and the e-guvernare.ro platform into the websites of the two communes; - Implementation and commissioning of a technical information platform with object-management and mapping modules; - Implementation and commissioning of an artificial intelligence-based chatbot software application on the websites of the two communes; - Development and commissioning of a communal SCADA platform for the remote monitoring and control of water and wastewater facilities and the measurement of electricity consumption in their own outdoor and indoor spaces, and a fault-reporting module for recording, monitoring and managing technical faults. The equipment and fittings necessary for implementing the project will be supplied under the contract. The contract value will also include the provision of user-training services. The award procedure is organised by the partnership leader, in the name of and on behalf of the partnership members, in accordance with the provisions of Art. 44 of Law No. 98/2016 on public procurement. Given the unified and integrated nature of the digital solution to be implemented, the procurement is not divided into lots. Following completion of the award procedure, each partner will conclude a separate contract with the economic operator designated as the winner for its respective share of the investment and financial obligations, in accordance with the provisions of the partnership agreement and the award documentation. The total estimated value of the procurement, relating to services and supplies of equipment/fittings/tangible assets, is 2.032.000,00 lei excluding VAT, of which: - estimated value of the contract to be concluded with UAT Commune of Joseni – partnership leader: 1.113.300,00 lei excluding VAT; - estimated value of the contract to be concluded with UAT Commune of Suseni – partner: 918.700,00 lei excluding VAT.
