The National Forest Administration - ROMSILVA is implementing the project “Information System for the Management of the Forest Fund Administered by Romsilva”, SMIS Code 348488, financed through the Smart Growth, Digitalization and Financial Instruments Programme (PoCIDIF), Priority 2 - Digitalization in central public administration and the business environment, Policy Objective 1 - A more competitive and smarter Europe by promoting innovative and smart economic transformation and regional ICT connectivity, Specific Objective (ii) - Harnessing the benefits of digitalization for citizens, companies, research organizations and public authorities, Action 2.2 E-government and digitalization for the benefit of citizens - 2.2.1 E-government in public administration/institutions. The subject matter of this procurement consists of the provision of services for the development of the Integrated Information System. This software Platform is a national necessity and aims to efficiently put into practice national- and Community-level obligations regarding the administration of the national forest fund. Following the achievement of the procurement objectives, the Contracting Authority aims to: - reduce incidents involving illegal logging at national level; - improve the IT and information systems available to public authorities for the protection, conservation and development of the national forest fund; - support, through modern digital means, the objective of continuity in forest management; - increase the efficiency of the public services provided by Romsilva and the operational processes supporting them; - inform citizens about access to the national forest fund, the need to protect it and ensure its integrity in order to limit the effects of climate change; - support landowners within the national forest fund in fulfilling their obligations under the regulatory framework in force. Through this procedure, the contracting authority seeks the digitalization and significant improvement of the public services provided by the institution to ROMSILVA’s direct beneficiaries through the institution-wide implementation (development, implementation, support, technical assistance) of an integrated information system, as well as the training of a number of persons in the administration and use of the platform developed under the project. The general objective is the digitalization and significant improvement of the public services provided by the institution to ROMSILVA’s direct beneficiaries through the institution-wide implementation of an integrated information system to support the main activities involved in the process of concluding contracts for the guarding and administration of the forest fund (forestry services), requests for the inventorying of timber, issuing approvals for access to national and natural parks administered by ROMSILVA, issuing permits for recreational fishing, providing information related to the administered forest fund, providing information regarding access to land within the national forest fund, as well as resolving petitions, by integrating, streamlining and automating the institution’s internal work processes and workflows and business functions. The implementation of the advanced integrated information system will extensively digitalize interactions with natural and legal persons, thereby optimizing the internal processes supporting the provision of public services, ensuring their superior quality, as well as increased accuracy and efficiency. The specific objectives of the project are: S.O. 1 – Improving the institution’s interaction through digital tools with public service beneficiaries, natural and legal persons, regarding the administration and guarding of the forest fund - Implementing an online portal in the form of a virtual private space for providing fully online public services to citizens and legal persons; - Increasing the transparency, efficiency and accessibility of the public services made available to citizens and the business environment; - Standardizing formats, improving the efficiency of collection and making better use of the data collected through interaction with beneficiaries; - Diversifying the methods of digital interaction, online communication, document transmission and validation, and reporting in relation to beneficiaries. S.O. 2 – Facilitating the issuance of authorizations/permits for beneficiaries who are natural persons - Significantly improving the processes for inventorying timber on agricultural land belonging to beneficiaries who are natural and legal persons; - Facilitating the processes for issuing authorizations for carrying out recreational/utility activities within the forest fund. S.O. 3 – Supporting activities to inform society about the protection and importance of the national forest fund and its impact on the environment - Consolidating information among the general population regarding the protection and importance of the national forest fund in order to improve the quality of life of all citizens; - Facilitating, through digital means, access to complete, accurate information from official sources concerning the rules applicable to recreational (tourism), sporting or utility activities carried out within the forest fund, in order to reduce the negative impact on the environment and contribute to forest conservation. S.O. 4 - Increasing the efficiency of Romsilva’s internal activity - Automating work processes and providing rapid access to the data necessary for carrying out activities, both from internal systems and from external data sources; - Supporting the operational objectives of interoperability with other public institutions involved in managing the national forest fund; - Increasing the quality of internal reports supporting decision-making processes within Romsilva.
