Romania – Miscellaneous software package and computer systems – Framework Agreement for the supply of hardware equipment and software products

Opportunity description

At the level of the Ministry of Internal Affairs, Financing Contract no. 18441 of 29.08.2024 was signed for the investment project “Early Warning System - SAT (Early warning system)”, under the National Recovery and Resilience Plan, Component 7 - Digital transformation, Investment 8 - Electronic identity card and qualified digital signature, Milestone 174 - Implementation of support measures for the implementation of the electronic identity card, with the Ministry of Internal Affairs, through the General Directorate for Internal Protection, as beneficiary. The technical-economic indicators were approved by Government Decision no. 361/09.04.2025. The objective of the investment proposed by DGPI concerns ensuring a high level of trust and security in order to increase the attractiveness of using the CEI and accessing public electronic services. In order to fulfill the obligations undertaken, it is imperative to carry out a first stage consisting of the technological upgrading and modernization of the infrastructure used by the contracting authority. This activity involves the acquisition of both high-performance hardware equipment and associated software, based on the latest technologies available on the market and capable of using AI technology. Through the award procedure, two Framework Agreements will be concluded for the following products: Lot no. 1 1. Integrated platform-type equipment for databases; 2. Backup platform-type equipment; 3. Software products. The software products are associated with the two items of hardware equipment. The maximum estimated value of the Framework Agreement for 24 months is 40,203,000.00 lei excluding VAT. The detailed description can be found in section II 2.2 List of Lots, Lot no. 1. Lot no. 2 - Software products with AI technology and associated hardware. The maximum estimated value of the Framework Agreement for 24 months is 26,000,000.00 lei excluding VAT. Depending on the objective (investment) to which the products covered by the award procedure contribute, the Subsequent Contracts may be concluded from any source of financing (state budget, non-reimbursable external funds, grant, etc.). The contracting authority will respond clearly and completely to all requests for clarification by the 11th day before the deadline for submission of tenders, for clarifications received at least 18 days before the deadline for submission of tenders. At the time of submitting the tender, the economic operators participating in the award procedure will complete the DUAE with information relating to their situation in accordance with the provisions of Article 193(1)(a) and (b) of Law no. 98/2016. When completing the DUAE, the economic operator will select: “SELECTION CRITERIA”, section A, “Global indication for all selection criteria” (“It meets all the imposed selection criteria indicated in the relevant notice or in the procurement documents indicated in the notice”). Lot no. 1 comprises Hardware equipment and associated software products.
