Romania – Motor vehicle insurance services – Optional CASCO motor vehicle insurance services for the vehicles in the fleet of R.A.R.-R.A.

Opportunity description

The subject matter of the contract consists of the procurement of insurance services for damage caused to motor vehicles owned by the Romanian Automotive Register – R.A., through the conclusion of optional CASCO motor vehicle insurance policies. Pursuant to the provisions of Article 160(1) of Law 98/2016 (hereinafter referred to as “Law 98”) and Article 103(1) of the Implementing Rules for Law No. 98/2016, approved by Government Decision No. 395/2016 (hereinafter referred to as the “Rules”), any interested economic operator has the right to request clarifications or additional information regarding the procurement documentation, subject to a deadline of 18 days before the deadline for submission of tenders. In accordance with the provisions of Article 160(2) and Article 161(1) of "Law 98", as well as Article 27(2)-(4) and Article 103(2) of the "Rules", the contracting authority will provide a consolidated, clear and complete response to all requests for clarifications/additional information on the 11th day before the deadline established for submission of tenders. The contracting authority will not respond to a request for clarifications/additional information received within the 17-day period before the deadline established for submission of tenders, the request being considered to have been submitted late. The framework agreement/public procurement contract may be amended during its validity period under the conditions laid down in Article 221 of Law No. 98/2016 and the provisions of ANAP Instruction No. 1/2021. The Contracting Authority, the Romanian Automotive Register (R.A.R – R.A), wishes to procure insurance services for damage caused to motor vehicles owned by the Romanian Automotive Register – R.A., through the conclusion of optional CASCO motor vehicle insurance policies. - The optional CASCO motor vehicle insurance policies will be concluded with a validity period of 12 months from their effective date. - The motor vehicles forming part of the R.A.R.-R.A. fleet are listed in the Annex to the Specifications, by motor vehicle classification types in the specific road categories: M1, N1, M1G etc. The requirements in the specifications are minimum and mandatory. In this regard, any service tender that deviates from the provisions of the specifications or presents services with characteristics inferior to those provided therein or that do not meet the requirements imposed therein will be rejected as non-compliant. The procurement will be completed through the conclusion of a contract with a single economic operator for a period of 12 months. Procedure: open. Estimated value: 1,750,000 RON.
