Romania – Motor vehicle liability insurance services – Procurement of civil liability insurance services for damage caused to third parties through motor vehicle accidents (RCA with Green Card)

Opportunity description

The contracting authority intends to conclude a framework agreement for the provision of RCA civil liability insurance services with Green Card, for a period of 12 months. The framework agreement will enter into force after the expiry of the validity of the framework agreements currently in force, but no earlier than 19.02.2026. The framework agreement will be concluded with the tenderers ranked in the first 3 places after applying the "lowest price" award criterion, and the subsequent contracts will be concluded without reopening the competition. The Integrated Logistics Support Directorate, as the holder of means of transport subject to registration/recording in Romania, is required, under Law No. 132/2017 on compulsory civil liability insurance for damage caused to third parties through vehicle and tram accidents, to obtain civil liability insurance for damage caused through accidents by the motor vehicles in its fleet. The contracting authority intends to conclude a framework agreement for the provision of RCA civil liability insurance services with Green Card, for a period of 12 months. The framework agreement will be concluded with the tenderers ranked in the first 3 places after applying the "lowest price" award criterion, and the subsequent contracts will be concluded without reopening the competition. Estimated minimum quantity for the framework agreement – 343 motor vehicle insurance policies; estimated maximum quantity for the framework agreement – 606 motor vehicle insurance policies. Minimum quantity that could be the subject of a single subsequent contract: 1 insurance policy. Maximum quantity that could be the subject of a single subsequent contract: 430 insurance policies. Estimated value of the largest subsequent contract: 704,700.00 lei. Number of days before the deadline for submission of tenders by which clarifications may be requested – 20. The contracting authority will respond clearly and completely to all requests for clarification/additional information on the 12th day before the deadline established for the submission of tenders. Frequency and value of the subsequent contracts to be concluded: every 3 months. Procedure: open. Estimated value: 969,150 RON.
