Romania – Motor vehicles – PASSENGER CARS THROUGH THE 2025-2030 RABLA PROGRAM AND COMMERCIAL VEHICLES

Opportunity description

Description: The contracting authority intends to purchase PASSENGER CARS THROUGH THE 2025-2030 RABLA PROGRAM (LOT 1 and LOT 2) AND COMMERCIAL VEHICLES (LOT 3) with the minimum configuration and performance described in the specifications. Financing for the passenger cars is provided through the RABLA program pursuant to Order of the Minister of Environment, Waters and Forests No. 1231/2025 of 23 April 2025 approving the Financing Guide for the Program concerning the reduction of greenhouse gas emissions in transport through the promotion of clean and energy-efficient road transport vehicles 2025–2030, with a view to renewing the existing vehicle fleet, in accordance with the institution’s objectives regarding sustainable mobility, reducing greenhouse gas emissions, and alignment with national and European public policies in the field of environmental protection, with eco-vouchers of 12,000 lei for each complete unit upon purchasing a new motor vehicle, without being required to hand over a used motor vehicle for scrapping, pursuant to Art. 7(2) of the Guide, and the difference from the institution’s budget. For commercial vehicles, financing is provided from the institution’s budget. Subject of the procurement: LOT 1: 2 complete units of city passenger cars LOT 2: 6 complete units of off-road passenger cars LOT 3: 2 complete units of commercial vehicles Supply contracts will be concluded separately for each lot. Following publication of the contract notice, economic operators may submit requests for clarification (Procedure details/Request for clarification/Questions/Communications). Any request for clarification must be submitted in SEAP (http://elicitatie.ro ). Responses to requests for clarification shall be provided in accordance with Arts. 160 and 161 of Law 98/2016. Deadline by which clarifications or information concerning the procurement documentation may be requested: 14 (fourteen) days before the deadline set for submission of tenders. The contracting authority will respond clearly and completely to all requests for clarification/additional information from economic operators at least 11 (eleven) days before the deadline set for submission of tenders.
