Opportunity description

The Schengen Information System (SIS) is a large-scale information system managed by eu-LISA, which supports public security and the exchange of information concerning persons and objects between national law enforcement, border control, customs, visa and judicial authorities. Schengen is the largest area without internal borders in the world, allowing approximately 400 million citizens, as well as travelers from third countries, to move freely. SIS is a key Schengen infrastructure, being the largest and most widely used IT system for public security in Europe. According to the provisions of Article 7(1) of Regulations (EU) 2018/1861 and 2018/1862, “Each Member State shall designate an authority (the N.SIS Office) which shall have central responsibility for its N.SIS. That authority shall be responsible for the smooth operation and security of the N.SIS, shall ensure the access of the competent authorities to the SIS and shall take the necessary measures to ensure compliance with this Regulation. It shall be responsible for ensuring that all SIS functionalities are properly made available to end-users”. Pursuant to Article 6 of Law No. 76/2023, the responsible authority is the Ministry of Internal Affairs, through the National SIS Center. Statistical data at CNSIS level show that, on average, approximately 1.2 million accesses are recorded daily within the N.SIS Romania information system. In order to comply with the availability (24/7/365), security and performance requirements imposed by the central SIS system and for the proper functioning of N.SIS, it is necessary to procure communications equipment for the LAN infrastructure of N.SIS at the main site, which will ensure availability, continuity of services, as well as the performance of the N.SIS system and, implicitly, of the new LAN infrastructure. The number of days before the deadline for submission of tenders by which clarifications may be requested - 18.
