Opportunity description
The contracting authority aims to procure domestic and international passenger air transport services according to its needs and within the allocated budget, in economy class, with weekend and without weekend or others, as applicable. The journeys to be made are characterized by the fact that the travel routes, their number and the number of participants are not determined a priori, as they vary according to the needs of the contracting authority at the time of the request. In most cases, transport tickets are issued on the basis of the requested reservations, but there are also cases in which, due to unforeseen circumstances beyond the control of the contracting authority, changes to the initial reservations will be requested. The number of passengers and the travel dates will be specified precisely in the invitation to participate in the reopening of competition. The contracting authority will respond clearly and completely to all requests for clarification/additional information, once only, on the 11th day before the deadline for submission of tenders, provided that these requests were submitted within the period specified in SECTION I, namely 19 days before the deadline for submission of tenders, as follows: – Number of days before the deadline for submission of tenders by which clarifications may be requested: 19; – Deadline for the authority’s response to requests for clarification/additional information – the 11th day; In order to comply with the principle of equal treatment, interested economic operators shall comply with the provisions of ANAP notification no. 247 regarding the method of submitting requests for clarification and additional information concerning the procurement documents / responses formulated when conducting public procurement contract award procedures by electronic means (online), in the sense that the documents attached in the "Questions" section SHALL NOT CONTAIN THEIR IDENTIFICATION DATA, since these will become public when the response is transmitted by the contracting authority! The contracting authority intends to conclude a framework agreement with at least 3 and at most 8 tenderers, valid for 4 (four) years from its signing by the last party, subsequently awarding, through the reopening of competition among the economic operators that are signatories to the framework agreement, subsequent contracts for domestic and international passenger air transport services for the destinations / classes / duration / travel conditions established by the contracting authority in the invitation to participate in the reopening of competition. Information on the minimum and maximum quantities relating to the Framework Agreement and the subsequent contract can be found in the document "Framework Agreement Template". The quantity of airline tickets estimated to be purchased during the term of the framework agreement is a minimum of 100 airline tickets and a maximum of 10,000 airline tickets. The quantity of airline tickets estimated to be purchased for a single subsequent contract among those to be awarded during the term of the framework agreement is a minimum of 1 airline ticket and a maximum of 50 airline tickets.
