The procurement involves the award of a works execution contract, the object of which consists of improving the energy efficiency of the multifamily residential property, Block A6, Parângului Street, Municipality of Lupeni. The works covered by this procurement procedure constitute the central element of the project Execution of works for the objective “Energy efficiency improvement, Block A6, Parîngului Street, Municipality of Lupeni” SMIS code 348097, for which the Municipality of Lupeni obtained non-reimbursable funding through the West Regional Programme 2021-2027, Priority 3: A region with environmentally friendly cities / Specific objective: RSO2.1_Promoting energy efficiency measures and reducing greenhouse gas emissions, Call for projects PRV/233/PRV_P3/OP2/RSO2.1/PRV_A21 - PRV/3.1.A/1.6 Energy efficiency in residential buildings – UAT ITI Valea Jiului, based on Financing Contract no. 474/29.05.2026. The general objective of the investment consists of increasing the energy efficiency of multifamily residential buildings, namely the A6 apartment block, located in the Municipality of Lupeni, on Parîngului Street – through energy rehabilitation/modernization, following which it will record a 70.55% reduction in the specific annual primary energy consumption, according to the energy audit report attached to these specifications. The project contributes directly to achieving the specific objective of Regional Intervention 3.1.A – increasing the energy efficiency of multifamily residential buildings, through the following essential aspects: - Reduction of primary energy consumption: The project provides for energy rehabilitation works that will lead to a 70.55% decrease in primary energy consumption compared with the current level. - Reduction of greenhouse gas emissions: the project contributes to decreasing CO₂ emissions, aligning with the objectives of the European Green Deal and the transition toward climate neutrality. The contracting authority will respond to all requests for clarifications/additional information through a “consolidated response” uploaded in the “LIST OF CLARIFICATIONS, NOTIFICATIONS AND DECISIONS” section of the Contract Notice on the 11th day before the deadline for submission of tenders. Number of days before the deadline for submission of tenders by which clarifications may be requested: 18 The proposed investment is intended to reduce energy consumption and increase energy efficiency, leading to a substantial improvement in the energy performance of the building concerned, namely increasing the energy efficiency of the technical systems, as follows: - reduction of the specific annual final energy consumption for heating; - reduction of primary energy consumption and CO2 emissions Block A6, located on Parîngului Street, Municipality of Lupeni, has a height regime of B+GF+10 floors, Built area = 693.3 sqm, Gross floor area = 7,904.52 sqm. The property was built in 1975. The building is in use and is connected to the electricity, natural gas, water supply and sewerage utilities. The project provides for the following categories of works: - Thermal insulation of façades – glazed part - Thermal insulation of façades – opaque part - Thermal insulation of terrace and top-floor balcony coverings - Thermal insulation of the floor above the basement - Interior electrical installations - Repairs to façade construction elements - Pavement repairs - Restoration of interior finishes in the intervention areas - Replacement of cold-water sanitary installations in the basement - Exterior electrical installations - Dismantling – reassembly of equipment on façades - Modification of natural gas installations – low/reduced pressure - Installation of photovoltaic system - Installation of heating system – fan coil units - Installation of elevators Procedure: open.
