Opportunity description

Suceava County, through the Suceava County Council, is implementing the project entitled „Library—digital hub for education”, carried out under the National Recovery and Resilience Plan, corresponding to the call for projects Financing libraries to become digital skills development hubs, Component 7 Digital transformation, Investment I17. Financing schemes for libraries to become digital skills development hubs. In this regard, financing contract no. 760.409/07.06.2024 was concluded with the Ministry of Research, Innovation and Digitalization for the project “Library—digital hub for education”, which aims to equip the Bucovina I.G Sbiera Library, Moara Communal Library, Râșca Communal Library, Mitocu Dragomirnei Communal Library, as well as 26 Municipal, Town and Communal Libraries belonging to Suceava County, with computers and IT equipment so that they can be transformed into digital skills development hubs, for the purpose of developing digital skills. The project duration is 24 months: 7 June 2024 – 30 June 2026. Thus, in order to ensure efficient project management and the proper conduct of the project activities, Suceava County, through the Suceava County Council, in its capacity as contracting authority, intends to conclude 10 supply contracts for equipping with IT equipment. This procedure relaunches the procedure for purchasing IT equipment for the Bucovina I.G Sbiera Library, Moara Communal Library, Râșca Communal Library, Mitocu Dragomirnei Communal Library and 26 Municipal, Town and Communal Libraries belonging to Suceava County, which were the subject of lots 1,3,4,5,7,9 and10 of the public procurement initiated by Contract notice no. CN1085317/09.09.2025 and in the OJEU under no. 586745-2025, but which were cancelled by Procedure report no. 5663/25.02.2026, and lots 2,3 and5 under procedure CN1089393/02.02.2026, but which on 05.03.2026 were automatically cancelled by the electronic system on the grounds that no tenders had been submitted for these product lots. The public procurement procedure for products is conducted in 10 lots. The contracting authority will conclude one supply contract for each lot. The duration of the contract for each individual lot is 30 calendar days from the date it is signed by both parties. The deadline for supplying all products (relating to lots 1-10) is a maximum of 20 calendar days from the signing of the contract, in compliance with the delivery point. Any interested economic operator has the right to request clarifications or additional information concerning the procurement documentation, subject to the deadline established by the contracting authority, namely the number of days before the deadline for submitting tenders/applications by which clarifications may be requested: 16 days. Responses to requests for clarification regarding the procurement documentation will be published in SEAP, in the ”List of clarifications, notifications and decisions” Section of the contract notice. The contracting authority will respond to requests for clarification submitted by economic operators by the deadline established pursuant to art. 27 para.(3) of the annex to Government Decision no.395/2016. The contracting authority establishes the following deadlines by which it will respond clearly and completely to all requests for clarification/additional information: - first deadline: 20 days before the deadline for submitting tenders specified in the contract notice, - second deadline: the contracting authority’s responses will be published in SEAP on the 11th day before the deadline for submitting tenders.
