Romania – Preserved and/or canned vegetables – FRAMEWORK AGREEMENT FOR THE SUPPLY OF CANNED FRUIT AND VEGETABLES 2026

Opportunity description

Framework agreement for the supply of canned fruit and vegetables for Children's Centers, Centers for Adults with Disabilities. These shall be delivered with the characteristics and under the conditions requested in the Specifications. The framework agreement will be concluded with a maximum of 2 (two) economic operators ranked in order, if there are two economic operators declared admissible (meeting the conditions requested according to the procurement documentation). If there are not at least two economic operators, the framework agreement will be concluded with the qualified economic operator. The award criterion for each lot of the supply framework agreement is “Best price-quality ratio”. The contracting authority will sign the framework agreement only with the economic operators ranked first and second. Payment will be made by payment order within 30 calendar days from the date of validation of the electronic invoice in the national RO e-Invoice electronic invoicing system and, by exception, within a maximum of 60 calendar days from its registration date, in accordance with the provisions of Article 7(1) of updated Law No. 72/2013. Economic operators may request clarifications or additional information regarding the procurement documentation 18 days before the deadline for submitting tenders. The contracting authority will respond clearly and completely to all requests for clarification regarding the procurement documentation, in accordance with the obligation provided for in Article 160(2) of Law 98/2016, on the 11th day before the deadline for submitting tenders. The minimum/maximum quantities of the framework agreement and of the largest subsequent contract estimated to be concluded during the implementation of the agreement are set out in the Specifications.
