The “Sustainable Weather Emergency Management (SWEM)” project aims to fulfil priority 1, “Cross-border focus on the environment”, under the Interreg Romania–Ukraine 2021-2027 programme, with the specific objective being “Promoting climate change adaptation, disaster risk prevention and resilience, taking into account ecosystem-based approaches”. The project will contribute to fulfilling the local public administration’s legal civil protection obligations, as well as to achieving the strategic objectives and strategic development priorities of the Municipality of Baia Mare, by providing equipment, materials and means of civil protection defence meeting European quality standards. In order to comply with the legislation in force concerning the development of notification-alarm systems, the Audibility Study for the modernisation and development of the public notification and warning-alarm system of the Municipality of Baia Mare was prepared (endorsed by the General Inspectorate for Emergency Situations Bucharest (I.G.S.U.)); it provides for a notification-alarm system consisting of a notification and warning-alarm control centre to which the electronic and electric sirens will be connected via internet/intranet, GSM system and VHF radio channel. The study recommends reconfiguring and modernising the notification-alarm system in the Municipality of Baia Mare, Maramureș County, by purchasing and installing 20 electronic sirens with a power rating of 1200W, as follows: 9 electronic sirens with a power rating of 1200W at new locations; replacement of 4 existing 600W electronic sirens with electronic sirens with a power rating of 1200W; replacement of 7 existing 5.5 kW electric sirens with electronic sirens with a power rating of 1200W; The sirens will ensure the transmission of alarm signals and voice messages at a sound pressure level at least 6dB higher than the maximum ambient noise level. The purchase and installation of the 20 electronic sirens with a power rating of 1200W is necessary to comply with the legislation in force, which requires the development of notification-alarm systems following audibility studies that establish, through precise measurements, the required number of sirens, their power and appropriate placement for improved effectiveness in the timely notification and alarming of the civilian population of the Municipality of Baia Mare in civil protection situations. The number of days before the deadline for submission of tenders by which clarifications may be requested will be: 18 days. The contracting authority will respond clearly and completely to all requests for clarification on the 11th day before the deadline for submission of tenders. Civil protection is a component of the national security system, is permanent in nature and is based on the fulfilment of the obligations incumbent, pursuant to Law No 481/2004, republished, upon central and local public administration authorities, other Romanian legal persons governed by public and private law, as well as natural persons. The proposed investment is intended to ensure compliance with the legislation in force providing for the development of notification-alarm systems, in accordance with the provisions of the audibility study. This system is part of the integrated national warning-alarm system, which aims to include the subsystems distributed throughout the national territory within an integrated system, with a view to the uniform application of specific legal plans and procedures, thus eliminating the overlaps and communication malfunctions that arise within a set of independently operating systems, pursuant to Article 5 of O.M.A.I No 886/2005 approving the Technical Rules concerning the integrated national system for notifying, warning and alarming the population.
