The provisions of Art. 160 of Law No. 98/2016, as updated, and Art. 27 of Government Decision No. 395/2016 shall be observed. The contracting authority intends to procure “Maintenance, repair and supply of spare parts services for heating, air-conditioning, plumbing and electrical installations and equipment, as well as the supply of equipment to supplement them” in the building housing the headquarters of the National Library of Romania, for a duration of 2 (two) years, namely April 2026 – March 2028, as follows: - Estimated value of the Framework Agreement: The minimum estimated value is: 105,300.00 lei excluding VAT for one month; The maximum estimated value is: 2,778,700.00 lei excluding VAT for a period of 24 months. - Estimated value for the Subsequent Contracts: The minimum estimated value is: 105,300.00 lei excluding VAT for one month; The maximum estimated value is: 931,100.00 lei excluding VAT for 8 (eight) months. The estimated value of the largest subsequent contract is 931,100.00 lei. Frequency and value of the contracts to be awarded: Subsequent contracts will be concluded according to the needs of the contracting authority, as well as the budgetary funds and other legally obtained sources that may be allocated for this purpose, throughout the validity period of the Framework Agreement, namely a minimum of one month during January – April and a maximum of 8 (eight) months during May – December. “Maintenance, repair and supply of spare parts services for heating, air-conditioning, plumbing and electrical installations and equipment, as well as the supply of equipment to supplement them” in the building housing the headquarters of the National Library of Romania (hereinafter referred to as the Building), for the purpose of ensuring the conditions necessary for proper operation, so that it can provide the operating characteristics for which it was built and commissioned, in accordance with technical design PT4000/2010, as follows: Chap. A. The preventive, predictive (periodic) and corrective maintenance service for the installations described above (Chap. A, points I – IV) will be performed by 4 (four) technicians, present at the Beneficiary’s premises 8 hours / working day; Chap. B. Annual servicing of the air-conditioning units located in the server room and UPS rooms; Chap. C. Annual servicing of the Heating Substation (PT), air handling units (CTA) and the hot-water-type heating medium distribution installation described in Art. 1, point I. (during August – September of each year), and their commissioning (during October of each year, at the request of the Beneficiary’s contract manager); Ensuring the optimal temperature (19 – 24° Celsius) in all areas of the Building, except for areas corresponding to equipment whose technical condition required to ensure the optimal temperature does not permit this objective; Chap. D. Supply of spare parts, consumable materials, subassemblies of equipment forming part of the installations or equipment related to the heating, plumbing or electrical installations serving the Building, as well as the provision of services for carrying out special operations that do not form part of the Provider’s scope of activity (such as the rental of special machinery, specialized inspections or servicing, etc.), at the request of the BNaR contract manager, according to needs and the budget available under each Subsequent Contract; Chap. E. Provision of labor hours at the Beneficiary’s request, under a “daywork hours” arrangement, by highly qualified technicians specializing in heating, air-conditioning, plumbing, electrical or other types of installations (refrigeration technician, low-voltage electrician, automation technician, etc.), with an intervention time of no more than 48 hours from the request; Each request will include the intervention team’s travel costs, with 2 hours corresponding to travel for the intervention + intervention time being invoiced, rounded up/down, depending on the time required for the intervention (for example: an intervention lasting 1 hour and 28 minutes will be invoiced as: 2 hours of travel (deployment of the intervention team) + 1 hour of intervention; an intervention lasting 1 hour and 32 minutes will be invoiced as: 2 hours of travel (deployment of the intervention team) + 2 hours of intervention), with the intervention team’s travel costs included); Chap. F. Provision of labor hours at the Beneficiary’s request, under an “emergency daywork hours” arrangement, by highly qualified technicians specializing in heating, air-conditioning, plumbing, electrical or other types of installations (refrigeration technician, low-voltage electrician, automation technician, etc.), including outside normal working hours or on non-working days or public holidays, with an intervention time of no more than 2 hours from the request (24 hours a day, 7 days/week); Each request will include the intervention team’s travel costs, with 2 hours corresponding to travel for the intervention + intervention time being invoiced, rounded up/down, depending on the time required for the intervention (for example: an intervention lasting 1 hour and 28 minutes will be invoiced as: 2 hours of travel (deployment of the intervention team) + 1 hour of intervention; an intervention lasting 1 hour and 32 minutes will be invoiced as: 2 hours of travel (deployment of the intervention team) + 2 hours of intervention), with the intervention team’s travel costs included); Chap. G. Provision of labor hours at the Beneficiary’s request, under a “daywork hours” arrangement, by highly qualified foremen / engineers specializing in heating, air-conditioning, plumbing, electrical or other types of installations (refrigeration technician, electrician for low-voltage currents or currents above 1,000 V, automation technician, etc.), with an intervention time of no more than 48 hours from the request; Each request will include the intervention team’s travel costs, with 2 hours corresponding to travel for the intervention + intervention time being invoiced, rounded up/down, depending on the time required for the intervention (for example: an intervention lasting 1 hour and 28 minutes will be invoiced as: 2 hours of travel (deployment of the intervention team) + 1 hour of intervention; an intervention lasting 1 hour and 32 minutes will be invoiced as: 2 hours of travel (deployment of the intervention team) + 2 hours of intervention), with the intervention team’s travel costs included).
