Opportunity description

The object of the procedure is the conclusion, for a period of 36 months, of framework agreements for the provision of preventive and corrective maintenance services for the HVAC systems and air conditioners within the “Louis Țurcanu” Emergency Clinical Hospital for Children Timișoara. The procurement is divided into 4 lots, according to the buildings, locations and types of equipment serviced. The services include preventive maintenance, inspections, measurements, adjustments, cleaning, sanitization and disinfection, diagnosis and repair of faults, corrective and emergency interventions, preparation of service reports and the other operations provided for in the specifications. For Lots 1–3, the supply and installation of filters for the HVAC systems are included, while Lot 4 includes the inventorying, labeling and updating of the records of split-type air conditioners. For each lot, a framework agreement will be concluded with a single economic operator, and the subsequent contracts, with a maximum duration of 12 months, will be awarded without reopening the competition, according to the contracting authority’s actual needs and the available budgetary funds. Lot 1 concerns the provision of preventive and corrective maintenance services for the HVAC systems serving the Onco-Hematology building, located at Piața Regina Maria no. 2, building C2, Timișoara. The lot includes the Daikin VRV-type air-conditioning system serving the Ground floor+1st floor+2nd floor+Attic building, the HVAC systems with 3 Ekovent, Rosenberg and VTS air handling units serving the Cell Bank, Molecular Biology Laboratory and Sterile Rooms on the 1st floor, the HVAC system with a B-C Technologie-type AHU and the HVAC system with a Weiss Ultra-type AHU. The services include preventive maintenance, corrective and emergency interventions, inspections, measurements, adjustments, cleaning, sanitization, diagnosis and repair of faults, inspection of refrigeration, electrical and automation installations, operational tests, preparation of service reports, as well as the supply and installation of the filters provided for in the procurement documentation. The estimated frequency is 4 preventive maintenance visits per year. The framework agreement will be concluded for 36 months with a single economic operator, and the subsequent contracts, with a maximum duration of 12 months, will be awarded without reopening the competition. The maximum estimated value of Lot 1 is 614.604,00 lei excluding VAT, of which 402.000,00 lei excluding VAT is for maintenance services and 212.604,00 lei excluding VAT is for filters. The maximum estimated value of the largest subsequent contract is 204.868,00 lei excluding VAT. Lot 2 concerns the provision of preventive and corrective maintenance services for the HVAC systems serving the Pediatrics building, located at Piața Regina Maria no. 2, building C1, Timișoara. The lot includes the Ruck-type HVAC system serving the 1st floor, comprising VCV-type indoor air-conditioning units, an air handling unit and a chiller, as well as the HVAC system with a VTS-type air handling unit serving the Pediatric Intensive Care Department, including the intermediate-fluid heat recovery unit, heat pump and associated automation systems. The services include preventive maintenance, corrective and emergency interventions, inspections, measurements, adjustments, cleaning, sanitization, diagnosis and repair of faults, inspection of refrigeration, electrical and automation circuits, operational tests, preparation of service reports, as well as the supply and installation of the filters provided for in the procurement documentation. The estimated frequency is 4 preventive maintenance visits per year. The maximum estimated value of the largest subsequent contract is 122.395,00 lei excluding VAT. Lot 3 concerns the provision of preventive and corrective maintenance services for the HVAC systems serving the Surgery and Orthopedics building, located at str. Dr. Iosif Nemoianu no. 2, Timișoara. The lot includes the HVAC system with a Rosenberg Airbox-type air handling unit serving the Surgery ICU Department, including the humidifier, intermediate-fluid heat recovery unit, DX cooling/heating system and associated automation systems, as well as the HVAC system with a VTS-type air handling unit serving the Operating Block, including the intermediate-fluid heat recovery unit, heat pump and associated automation systems. The services include preventive maintenance, corrective and emergency interventions, inspections, measurements, adjustments, cleaning, sanitization, diagnosis and repair of faults, inspection of refrigeration, electrical and automation circuits, verification of temperature, pressure and humidity parameters, operational tests, preparation of service reports, as well as the supply and installation of the filters provided for in the procurement documentation. The estimated frequency is 4 preventive maintenance visits per year. The framework agreement will be concluded for 36 months with a single economic operator, and the subsequent contracts, with a maximum duration of 12 months, will be awarded without reopening the competition. The maximum estimated value of Lot 3 is 308.553,27 lei excluding VAT, of which 192.000,00 lei excluding VAT is for maintenance services and 116.553,27 lei excluding VAT is for filters. The maximum estimated value of the largest subsequent contract is 102.851,09 lei excluding VAT. Lot 4 concerns the provision of preventive and corrective maintenance services for split-type air conditioners within the “Louis Țurcanu” Emergency Clinical Hospital for Children Timișoara, with capacities mainly ranging from 9.000 to 24.000 BTU, located at the premises and in the buildings managed by the contracting authority. The services include preventive maintenance, inspection of the general condition and operating parameters, cleaning, sanitization and disinfection of indoor and outdoor units, inspection and cleaning of filters, inspection of refrigeration and electrical circuits, condensate drainage, diagnosis and repair of faults, corrective and emergency interventions, operational tests and preparation of service reports. The service provider will also inventory and label the units and update the electronic register concerning their location, technical characteristics, condition and the interventions performed. The estimated frequency is 2 preventive maintenance visits per year for each air conditioner. The framework agreement will be concluded for 36 months with a single economic operator, and the subsequent contracts, with a maximum duration of 12 months, will be awarded without reopening the competition.
