Opportunity description

The subject matter of this procurement procedure consists of the provision of “Repairs, overhauls, inspections of electricity meters” services, CPV Code: 50411300-2 Repair and maintenance services of electricity meters (Rev.2). The purpose of the procurement is the provision of repair, overhaul and inspection services for electricity meters: a) single-phase induction electricity meters and single-phase electronic electricity meters (non-smart, smart, Turtle TS2) with expired metrological validity; b) three-phase induction electricity meters and three-phase electronic electricity meters (non-smart, smart, Turtle TS2) with expired metrological validity; c) metrological verification services for single-phase and three-phase electricity meters – of the types specified in the field – reported as operating non-compliantly with regard to the correctness of electricity recording, in accordance with the Tender Specifications, the technical specifications and the Annexes to the Tender Specifications. The activities covered by the framework agreement include the economic operator’s complete performance of the set of activities specific to the overhaul, inspection and repair of the electricity meters specified by the contracting entity, included in the following specific categories: • Single-phase or three-phase induction or electronic electricity meters scheduled for periodic verification, in accordance with the Official List of Measuring Instruments Subject to Legal Metrological Control – L.O., in force. • Single-phase or three-phase induction or electronic electricity meters removed from installations as defective, reported or damaged, suspected of erroneous readings. • New single-phase or three-phase induction or electronic electricity meters purchased by the contracting entity. The meters that will be subject to overhaul, repair and metrological verification are in accordance with technical specifications No. 303_A2 “Single-phase electronic meters”, No. 304_A2 “Three-phase electronic meters”, No. 291_A2 “Electricity meters for the TURTLE TS2 system”, No. 299_A4 “Electricity meters for the Smart Metering PLC system”, No. 317_Intelligent electricity meters" and the technical specification for Single-phase induction meters, attached to the award documentation. Any request for clarification must be submitted in SEAP (http://sicap-prod.e-licitatie.ro/pub). Number of days before the deadline for submission of tenders by which clarifications may be requested: 18 days. The contracting entity’s response to these requests will be sent on the 11th day before the deadline set for the submission of tenders, in accordance with Article 173 of Law 99/2016. Duration of the Framework Agreement – a Framework Agreement with a duration of 48 months will be concluded. Repairs, overhauls and inspections of electricity meters for the purpose of verifying: - the correct measurement of electricity conveyed through the electricity distribution installations of S.C. DELGAZ GRID S.A.; - the elimination/reduction of the number of complaints concerning the quantities of electricity recorded; - the elimination of the risk of fines being imposed for failure to comply with the legal provisions concerning the metrological validity period; - the reduction of both commercial and technical losses through the solutions in the approved Standards; - the reduction of the number of interventions to remedy failures and disruptions caused by the age of the installations and of the metering assemblies connected to them. Frequency of the subsequent contracts to be awarded: It is estimated that one subsequent contract will be awarded per semester or whenever there is a clear need on the part of the contracting entity. Subsequent contracts will be awarded without reopening competition.
