2.5. Brief description of the procurement The Horia wind power plant comprises 3 wind turbines. The wind turbines in the Horia wind farm are GE 2.5 type, with a rated capacity of 2.5 MW, manufactured by General Electric Company, each equipped with a three-phase asynchronous electric generator and a 20/0.1 kV, 3080 kVA, dry-type power transformer, with 48.7 m blades. The services covered by this procurement consist of maintenance services with guaranteed availability for the GE 2.5 MW wind turbines within the Horia WPP, which the Contractor must perform for the equipment and installations included within the scope of the covered services (“Covered Services”), as presented in the Technical Specifications. The division of responsibilities between the Contractor and the Contracting Entity for the installations and equipment associated with the wind turbines shall be as follows: a) For the electrical installations associated with the wind turbine, the Contractor’s responsibility is limited to the equipment and installations associated with the turbine, including the medium-voltage cell and the turbine’s internal connections. The wind farm’s 20 kV underground electrical network, including the medium-voltage cables located outside the wind turbine, remains the responsibility of the Contracting Entity. b) For the communication systems, the Contractor’s responsibility is limited to the equipment and connections associated with the wind turbine and its control systems. The wind farm’s external fiber-optic network and the communication infrastructure located outside the wind turbine remain the responsibility of the Contracting Entity. c) For the IT systems associated with SCADA and WTGS/WCS, the Contractor’s responsibility is limited to the hardware and software equipment included in the architecture of the systems associated with the wind turbines and the wind farm control system. The external power-supply cables, external communication infrastructure, and external fiber-optic lines remain the responsibility of the Contracting Entity. Performance of the maintenance services entails achieving the expected results in a manner satisfactory to the Contracting Entity, so as to ensure the highest possible availability for the equipment for which the services are provided, and so that operations at the Contracting Entity’s investment objective are carried out with minimal interruptions. The main equipment and installations covered by this procurement and for which the services must be provided are presented in Annex 1 to the Technical Specifications. The list of the main components of the GE 2.5 wind turbine is provided in Annex 4 to the Technical Specifications. The requirements imposed through the Technical Specifications are minimum requirements. The number of days before the deadline for submission of tenders by which clarifications may be requested - 19 days. The Contracting Entity will respond clearly and completely to all requests for clarification / additional information by issuing a consolidated response on the 11th day before the deadline established for the submission of tenders.
