The subject of the procurement is the conclusion of a framework agreement for the provision of maintenance and repair services for ventilation and air-conditioning installations at the facilities maintained by the institution, with a validity of 36 months. The contracting authority seeks to ensure the proper operation of the air-conditioning and ventilation machinery and equipment, cold rooms, air curtains and electric generator on the premises and to eliminate risks that may affect the optimal and safe operation of the installations. The framework agreement will establish the terms, conditions, as well as the legal, financial, technical and administrative framework necessary for the tenderers to ensure, under conditions of safety, promptness and financial efficiency, the provision of maintenance and repair services for ventilation and air-conditioning installations. The subject of the framework agreement entails the provision of maintenance and repair services for ventilation and air-conditioning installations, also providing the necessary consumables and machinery, tools, instruments, etc. Name given to the procurement: “maintenance and repair services for ventilation and air-conditioning installations”. The services covered by the framework agreement for the provision of services are detailed, by activities and locations, in this specification. The procurement is aimed at concluding a Framework Agreement whose subject will be maintenance and repair services for ventilation and air-conditioning installations at the facilities maintained by the institution. Through the procurement of these maintenance and repair services, the following is sought: - Ensuring optimal conditions for the operation of the equipment and machinery - Through the proposed technical maintenance services, the aim is to preserve the condition of the installations and optimize the operation of the equipment - Technical maintenance aims at the optimal operation of the installations through a maintenance program that may be: preventive, predictive, corrective. - Proper elimination of problems arising in ventilation and air-conditioning installations; - Elimination of faults and malfunctions through specialized technical reports; - Prevention of technical incidents that may endanger the safety of building users and the integrity of property; - Ensuring the operation of ventilation and air-conditioning equipment and installations under optimal conditions; - Repairing faults through prompt interventions; - Carrying out rapid interventions, upon request, in the event of breakdowns, with specialized personnel; - Compliance with safety standards and legislation in force; - Ensuring the continuity of public services under optimal conditions; - Compliance with legal obligations and environmental protection standards. The procurement is justified by the need for prompt and well-founded interventions on ventilation and air-conditioning installations, given that the institution manages several buildings with installations varying in age and complexity.
